Physical Security SME

As a Physical Security SME you will provide senior-level technical and strategic expertise in the planning, design, construction, security, inspection, and accreditation of Sensitive Compartmented Information Facilities (SCIFs).

The SME will manage comprehensive security requirements throughout the entire facility lifecycle, from initial project inception through final facility accreditation. The position serves as a senior technical authority and provides high-level strategic guidance and technical advisory services to the Government Program Manager.

The successful candidate will serve as a trusted senior technical advisor to the Director of Security, ensuring SCIF security requirements are properly identified, incorporated, documented, validated, and ultimately satisfied through the facility accreditation process.

The SME will be expected to identify potential security and accreditation issues before they become schedule, cost, or compliance problems and provide practical solutions that enable successful facility accreditation.

Your essential job functions will include but may not be limited to:

• Manage comprehensive security requirements from the initial project inception phase through final facility accreditation, ensuring security requirements are incorporated throughout the project lifecycle.
• Provide high-level strategic guidance and technical advisory services to the Government Program Manager regarding SCIF planning, design, construction, security requirements, accreditation, and compliance.
• Serve as a senior subject matter expert on ICD/ICS 705 requirements and their application to SCIF design, construction, renovation, inspection, and accreditation.
• Ensure the administrative accuracy, technical compliance, completeness, and overall quality control of SCIF accreditation packages prior to final Government submission.
• Review accreditation documentation and supporting technical materials to identify deficiencies, inconsistencies, omissions, or potential compliance issues prior to Government review and submission.
• Provide technical oversight and guidance to Site Security Managers (SSMs) to ensure consistent application of applicable security requirements.
• Provide technical oversight and guidance for the accurate completion of the Fixed Facility Checklist (FFC), TEMPEST checklists, and all associated SCIF accreditation documentation.
• Review and evaluate SCIF security documentation, architectural and engineering information, construction documentation, and other technical materials for compliance with applicable ICD/ICS 705 requirements.
• Coordinate with Government Program Managers, Site Security Managers, security personnel, architects, engineers, construction personnel, contractors, and other stakeholders to resolve security-related issues and ensure project requirements are satisfied.
• Provide technical recommendations for resolving SCIF security deficiencies and assist project stakeholders in developing appropriate corrective actions.
• Support design and construction reviews to ensure required security measures are incorporated into facility designs and implemented during construction.
• Assist with preparation for and coordination of security inspections, technical inspections, accreditation activities, and Government acceptance of completed facilities.
• Monitor project progress and identify security requirements, risks, deficiencies, and potential impacts to the facility accreditation schedule.
• Interpret applicable ICD/ICS 705 requirements and provide practical, technically sound recommendations to Government and project stakeholders.
• Maintain awareness of changes to applicable Intelligence Community security policies, standards, technical specifications, and accreditation requirements.
• Develop, review, and maintain SCIF security documentation, accreditation packages, checklists, supporting correspondence, and other required facility documentation.
• Ensure consistent application of security requirements across multiple SCIF projects and provide mentorship and technical guidance to SSMs and other security personnel.
• Perform other related security, technical, and program-support duties as required.

Required Qualifications:

• 10+ years of demonstrated senior-level experience supporting SCIFs and/or other Intelligence Community classified facilities.
• Demonstrated expertise in ICD/ICS 705 requirements.
• Experience managing or supporting SCIF accreditation from project inception through final accreditation.
• Experience reviewing and quality-controlling SCIF accreditation packages.
• Experience working with Fixed Facility Checklists (FFC) and TEMPEST documentation/checklists.
• Experience providing technical guidance to Site Security Managers (SSMs) and other security personnel.
• Ability to interpret and apply complex security requirements to facility design, construction, renovation, and accreditation activities.
• Demonstrated ability to provide senior-level technical advice to Government program and project managers.
• Strong technical writing, documentation, coordination, and communication skills.
• Ability to manage multiple projects and security requirements simultaneously.

Desired Qualifications:

• Experience supporting SCIF design, construction, security, or accreditation.
• Experience working directly with Intelligence Community agencies and/or Department of Defense organizations.
• Experience serving as a SCIF Security Officer, Site Security Manager, Accrediting Official, Security Specialist, or comparable senior security position.
• Experience with SCIF construction oversight and architectural/engineering design reviews.
• Familiarity with TEMPEST/EMSEC requirements and technical security requirements.
• Experience supporting multiple concurrent SCIF projects within the National Capital Region.
• Experience interpreting ICD/ICS 705 technical specifications and associated security standards.
• Experience coordinating directly with Government accrediting and security authorities.

Minimum Educational Requirements:

• Bachelors Degree in a related field required

Clearance Requirements:

• Top Secret, SCI ; SAP experience within last 5 years or SCI in lieu of.

The pay range for this position is $160,000/year to $210,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
