Duties
This position is in the Wyoming National Guard's Human Resources Office (HRO), and the purpose is to perform work in two HR Specialties with no less than 25% each. This position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.
The specialist performs the full range of tasks and provides advisory services for assigned HR functions. Work involves complex servicing issues, requiring in-depth analysis of facts and circumstances specific to the assignment. Must be able to integrate and adapt complex, technical personnel policies, regulations, and procedures to the individual situation. Must often explain or defend decisions and recommendations based on technical nuances that are susceptible to various interpretations. Work consists of resolving different and unrelated problems that affect mission-oriented programs. Coordinates recommendations for the resolution of new and unusual circumstances with the supervisor prior to implementation.
Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:
Area 1: Permanent and indefinite Wyoming National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within HRO.
Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard.
Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and places DSG/M-Day personnel on par with currently serving civilian personnel.

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one-year specialized experience equivalent to at least the next lower grade (GS-9).
Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.)

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
