Description
CeLeen, an operating firm of Command Holdings, is seeking a Cost Modeling Software and Integration Advisor to support Consular Affairs within the Department of State.
The Cost of Service Modeling (COSM) team and Diplomatic Technology require a highly experienced contractor with advanced expertise in the software platform CostPerform specifically and with cost modeling generally to support the continued development, optimization, and strategic expansion of the Department's cost modeling capabilities. The contractor will serve as the primary technical advisor and subject matter expert for maximizing the software's functionality, scalability, and analytical potential across the Departments operations.
This position will focus on enhancing model visibility, improving cost allocation methodologies, expanding reporting capabilities, and integrating dynamic business rules that reflect evolving consular policies and operational requirements. The ultimate objective is to provide leadership with greater transparency into resource utilization, expenditures, and service delivery costs at both macro and micro-organizational levels.
Responsibilities may include, but are not limited to:
Anticipated compensation: $55-$68 per hour.
This is a part-time advisory role. Weekly meetings and up to 10 hours per week may be required.

Responsibilities may include, but are not limited to:
- Software Optimization and Technical Expertise
- Serving as the principal technical expert for CostPerform.
- Assessing current cost model architecture and identify opportunities to maximize software capabilities and performance.
- Developing recommendations for improving model efficiency, scalability, automation, and sustainability.
- Guiding the teams through implementation of advanced software features.
- Establishing best practices for cost modeling, platform maintenance, model governance, and future enhancements.
- Improving cost model granularity to provide visibility at the bureau, office, division, and activity levels.
- Developing flexible modeling frameworks capable of adapting to organizational and policy changes without extensive redevelopment.
- Designing and implementing methodologies that integrate expenditure data with operational cost data.
- Developing a comprehensive Expenditure versus Cost Model that enables leadership to compare budget execution against the actual cost of service delivery.
- Supporting scenario analysis to evaluate the impact of funding, staffing, and policy changes on service costs.
- Supporting the COSM team in completing expenditure and cost model integration.
- Enhancing reporting capabilities that improve leadership visibility into resource utilization and service delivery costs.
- Making recommendations for future model enhancements, scalability, and continuous improvement.

Work Environment

Basic Requirements
- Bachelor’s Degree.
- Current, Active Secret security clearance.
- Direct experience utilizing CostPerform Software within the Department of State.
- Strong analytical skills, especially toward evaluating the efficiency and effectiveness of program operations.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.
