Job Description

Duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Provide input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Analyzes traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements. Obligate and execute funding for the commercial transportation mission. Other duties as assigned.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED. I
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • Must possess a valid Kansas State driver's license prior to appointment
Qualifications

Military Grades: E4 through E7

GENERAL EXPERIENCE : Must have progressively responsible clerical, office, or other work that indicates you have the ability to acquire the practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program.

SPECIALIZED EXPERIENCE : Must have 1-year specialized experience equivalent to at least the next lower grade involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.

Work Environment: Work is generally performed in an office or similar setting, which involves minimal risk or discomfort and requires normal safety precautions. Some exposure to moderate discomforts results from working in the warehouse and packing areas with low/high temperature, high humidity, or drafty or noisy conditions. There is also risk of physical injury when working around large crates and uncrated items.

Physical Effort: Work is primarily sedentary, although some physical effort is required when walking, standing, bending, or carrying light items. Occasionally lifts and carries parts, equipment, and packed containers when assisting subordinates with their work.
