Task Order Program Manager
Pacific Missile Range Facility - Barking Sands Kekaha, Kauai, Hawaii
Pay rate: $95.00-$101.00/Hour
All logistics and accommodations provided.

Project Summary
This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment is imminent. Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies.
Key Responsibilities
• Serves as the single point of accountability to Client.
• Owns the overall project timeline commitment.
• Coordinates two-echelon mobilization logistics.
• Manages authorized spending against task order ceiling.
• Provides financial and progress reporting.
• Leads post-assessment transition.
• Prepare for joint-scoping period.
• Supports contract definitization into a firm-fixed-price repair scope.
Qualifications & Requirements
• Bachelor’s degree in engineering, Architecture, or Construction Management.
• Project Management Professional (PMP) certification preferred.
• Minimum 10 years' experience managing Federal/DoD contingency, emergency response, or disaster recovery contracts.
• Must pass US Government background screening for base access approval (DBIDS).
US Naval Facility Specifics
• Demonstrated experience with NAVFAC facility management.
• Unified Facilities Criteria (UFC), and federal emergency procurement procedures experience.
Hurricane Assessment Context
• Proven track record managing rapid multi-disciplinary engineering deployments in disaster-struck, logistically constrained, and austere environments.
