The Specialist, Systems Engineer will support the design, integration, deployment, and sustainment of communication systems and facilities at U.S. military installations. This role bridges communications-system engineering with civil engineering or construction administration to ensure that facilities, infrastructure, and installation activities enable successful RF system deployment. The engineer will work with multidisciplinary teams, customers, design partners, and construction contractors from site assessment and requirements definition through installation, verification, and acceptance.

Essential Functions:

Serve as a systems engineering contributor for communication-system installations at U.S. military bases and other customer sites.
Translate system, RF, facility, and site requirements into coordinated infrastructure and installation solutions.
Assess site adaptation considerations including site access, grading, drainage, foundations, structural support, utilities, grounding, conduit/cable routing, and constructability.
Develop and review technical documentation such as requirements, site surveys, design packages, drawings, construction specifications, product submittals, installation plans, test plans, and verification records.
Coordinate with RF, network, mechanical, electrical, software, facilities, security, construction, and subcontractor teams to resolve site-integration issues.
Support design reviews, field assessments, installation readiness reviews, construction oversight, system integration, verification, and customer acceptance activities.
Manage technical risks, schedule dependencies, configuration changes, and requirements traceability related to site infrastructure and communication-system deployment.
Communicate technical status, decisions, and risks clearly to internal leadership, customers, and external partners.
Execute core Construction Phase Services by efficiently administering the submittal review pipeline, clarifying design via RFIs, and verifying structural quality through special inspection reports.
Review contractor deliverables, coordinate special inspections, and verify that civil infrastructure designs meet stringent federal and military facility criteria.

Clearance: Candidate must currently possess and be able to maintain an active U.S. Government DoD Secret clearance.

Qualifications: Bachelor's degree in Civil Engineering or a related STEM discipline (including Electrical Engineering, Mechanical Engineering, or Computer Science) and a minimum of 4 years of prior relevant experience; graduate degree and a minimum of 2 years of prior related experience; or, in lieu of a degree, a minimum of 8 years of prior related experience. Demonstrated civil engineering, site-development, or construction administration experience is required.

Preferred Additional Skills:

Civil engineering experience supporting site development, construction, facilities, utilities, or communications infrastructure.
Experience with military installation projects, Department of Defense construction or facilities processes, or other regulated-site environments.
Working knowledge of RF communication systems, antenna sites, shelters, towers, equipment pads, grounding, or related communications infrastructure; willingness to develop deeper RF-system expertise.
Ability to interpret and coordinate civil, structural, electrical, and communications design drawings and specifications.
Experience with requirements management, risk management, technical project planning, subcontractor coordination, and configuration control.
Thorough understanding of Unified Facilities Criteria (UFC), ensuring all submittals, RFIs, and construction workflows strictly comply with Department of Defense (DoD) building regulations and military engineering standards.
Strong written, verbal, and formal presentation skills; able to work effectively in integrated product teams and with customers.
Experience with Microsoft Office, MS Project, Visio, DOORS, CAD/GIS tools, or similar engineering and project-management tools.
Professional Engineer (PE) license, Engineer-in-Training (EIT) certification, or prior field-construction/project-site experience is preferred.
