Job Description

Key Responsibilities:

Own and manage the product backlog, ensuring stories, features, and enablers are clearly defined, prioritized, and aligned with business objectives.
Translate customer needs, business requirements, and strategic goals into actionable user stories with detailed acceptance criteria.
Collaborate with the Product Manager to define product vision, goals, roadmap, and release priorities.
Partner with stakeholders, business owners, customers, and technical teams to gather feedback and continuously refine requirements.
Lead backlog refinement and prioritize work based on business value, customer impact, technical dependencies, and organizational goals.
Serve as the primary liaison between business stakeholders and Agile delivery teams.
Participate in PI Planning, Sprint Planning, Reviews, Retrospectives, and other SAFe ceremonies.
Make day-to-day product decisions and remove ambiguity for development teams during implementation.
Collaborate with architecture, engineering, and UX teams to define solutions.
Validate delivered functionality against acceptance criteria and support UAT prior to release.
Monitor product performance, customer feedback, and key metrics to identify opportunities for improvement.
Identify product risks, dependencies, and impediments and escalate when necessary.
Ensure features are traceable from concept through deployment and realization of business value.
Collaborate with development teams to prioritize and resolve production support issues.
Required Qualifications:

Bachelor's degree in Business, Information Systems, Computer Science, Healthcare Administration, or a related field.
5+ years of experience in Product Ownership, Product Management, Business Analysis, or a related role.
Experience serving as a Product Owner or managing Agile product backlogs in Scrum and/or SAFe environments.
Strong understanding of Agile methodologies, including Scrum and SAFe.
Proven experience defining and prioritizing product backlogs, user stories, and acceptance criteria.
Strong stakeholder management and requirements elicitation skills.
Strong analytical, problem-solving, and decision-making capabilities.
Experience with Jira and Confluence for backlog management, product planning, and requirements tracking.
Ability to communicate effectively with both technical and non-technical audiences.
Experience partnering closely with software development teams throughout the product lifecycle.
Ability to balance strategic priorities with tactical execution.
Experience using data and customer feedback to drive product improvements.
Must be able to obtain and maintain a Public Trust clearance.
Must have lived in the United States 3 out of the past 5 years.
Preferred Qualifications:

SAFe Product Owner/Product Manager (POPM) Certification or other Agile Product Ownership certification.
Experience in healthcare IT and knowledge of regulatory requirements such as HIPAA.
Experience supporting CMS programs, initiatives, and standards.
Experience with fraud, waste, and abuse detection systems, healthcare analytics, or government-sponsored healthcare programs.
Strong understanding of product metrics, outcome-based delivery, and value-driven prioritization.
Experience with process modeling and collaboration tools such as Visio, Lucidchart, Mural, or similar platforms.
