Position Overview
Horizon Global Partners (HgP) is seeking a Business Analyst to support IT project delivery within a PMO environment supporting the U.S. Capitol Police. The Business Analyst will work closely with project managers, stakeholders, technical teams, and end users to gather and document business and technical requirements, analyze processes, develop user stories and acceptance criteria, and support Agile project delivery.
The ideal candidate is highly organized, analytical, and comfortable working with both technical and non-technical stakeholders.
Key Responsibilities
Conduct requirements gathering sessions with stakeholders and end users.
Analyze, document, and validate business and functional requirements.
Develop and refine user stories, acceptance criteria, and backlog items.
Support backlog refinement and prioritization with Project Managers and technical teams.
Assist with Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
Analyze existing business processes and workflows and identify opportunities for improvement.
Create process flows, workflow diagrams, and other business analysis documentation.
Support User Acceptance Testing (UAT) planning, test documentation, coordination, and issue tracking.
Maintain requirements, project, and business analysis documentation in JIRA, Confluence, SharePoint, Microsoft Teams, or similar tools.
Track requirements, action items, dependencies, risks, and issues.
Assist Project Managers with project schedules, status reports, meeting materials, and stakeholder communications.
Coordinate meetings with business and technical stakeholders and document decisions and action items.
Perform basic data analysis to identify trends, gaps, or project impacts.
Develop draft stakeholder communications and reporting inputs.
Support PMO governance and project documentation activities.
Ensure requirements and project documentation remain accurate, complete, and current.
Perform other project coordination and business analysis duties as needed.
Minimum Qualifications
Bachelor's degree in Business, Information Technology, Computer Science, Project Management, or a related field.
5+ years of experience in business analysis, project coordination, requirements analysis, or IT project support.
Experience supporting IT projects in a PMO or similar project environment.
Experience gathering, documenting, and analyzing business requirements.
Experience developing user stories and acceptance criteria.
Familiarity with Agile, Kanban, and/or Waterfall methodologies.
Experience working with project management and collaboration tools.
Strong organizational, analytical, written, and verbal communication skills.
Ability to manage multiple priorities and work effectively with technical and non-technical stakeholders.
Proficiency with Microsoft Office, particularly Word, Excel, PowerPoint, Teams, and SharePoint.
Preferred Qualifications
Business Analysis or Agile certification such as ECBA, CCBA, CBAP, PMI-PBA, CSM, or CSPO.
Experience with JIRA and Confluence.
Experience with Microsoft Planner / Planner Premium.
Experience creating process models, workflow diagrams, and business process documentation.
Experience supporting UAT activities.
Experience working in a federal government or public-sector IT environment.
Familiarity with PMO governance, risk and issue management, and project reporting.
