Summary:

The Systems Architect will provide technical architecture leadership for the Defense Information Systems Agency (DISA) Corporate Management Information System (CMIS), a mature enterprise application supporting approximately 20,100 military, civilian, and contractor personnel.

CMIS is a large, legacy environment built on ColdFusion and Microsoft SQL Server, with more than 400 application modules. The Architect will be responsible for understanding and documenting the existing architecture, identifying technical dependencies, supporting cybersecurity and Risk Management Framework (RMF) requirements, and providing technical direction for the planned migration of CMIS functionality to the DISA Nexus environment.

Responsibilities:
  • Own and maintain the technical architecture for the CMIS enterprise application.
  • Develop and maintain accurate "as-deployed" system architecture documentation, including:
    • OV-1 Operational View
    • SV-1 Systems Interface Description
    • SV-2 Systems Resource Flow Description
  • Lead architecture discovery and reverse engineering of legacy CMIS modules that may have limited or outdated documentation.
  • Identify application dependencies, interfaces, data flows, and technical relationships across the CMIS environment.
  • Provide architectural expertise to support the CMIS-to-DISA Nexus migration, helping ensure functionality and dependencies are understood before migration.
  • Support the Risk Management Framework (RMF) and Authorization to Operate (ATO) process, including preparation and maintenance of documentation supporting the eMASS authorization package.
  • Support compliance with applicable NIST 800-53 controls, STIGs, SRGs, and DoD cybersecurity requirements.
  • Provide technical guidance to development, infrastructure, cybersecurity, and program teams.
  • Support architecture and technical decisions within DISA hosting environments.
  • Review system changes and enhancements to ensure they align with the established architecture.
  • Maintain architecture and design documentation throughout the system lifecycle.
  • Support Agile development and security activities, including use of the program's Agile management tools and Fortify security scanning.

Qualifications:
  • Active Secret clearance at minimum
  • At least 8 years of experience managing systems architecture in a federal environment
  • Bachelors degree in Computer Science/Information Systems or similar concentration. Experience can be substituted in lieu of degree
  • Experience working in DISA Stratus or comparable DoD hosting environments.
  • Experience with:
    • NIST 800-53
    • Risk Management Framework (RMF)
    • Security Technical Implementation Guides (STIGs)
    • Security Requirements Guides (SRGs)
    • eMASS
    • ATO-authorized applications
  • Experience supporting enterprise application or system migrations.
  • Experience with application and data migration planning.
  • Experience with HCM, HR, or other enterprise business systems is highly desirable.
  • Experience performing architecture discovery or reverse engineering of legacy, poorly documented systems.
  • Working knowledge of ColdFusion, HTML, JavaScript, CSS, and Microsoft SQL Server sufficient to understand and direct analysis of existing application modules.
  • Experience creating and maintaining enterprise architecture and system design documentation.
  • Familiarity with Agile development environments and project management tools.
  • Familiarity with application security testing and tools such as Fortify.

The ideal candidate is an experienced Systems Architect who can step into a 20-year-old enterprise application environment, understand how the system actually works-not simply how it is documented-and turn that knowledge into a clear, usable architecture.

  • Asking the right questions when documentation is incomplete.
  • Identifying hidden system and data dependencies.
  • Translating technical complexity into understandable architecture documentation.
  • Working across development, infrastructure, cybersecurity, and program teams.
  • Balancing legacy system requirements with modernization and migration objectives.
  • Providing DISA and the Nexus migration team with the technical insight needed to safely transition CMIS functionality to the future environment.

Salary Disclosure:

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications. The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
