Position Overview
Solution One Industries, Inc. (SOI) is seeking an experienced and results-driven Director of Programs to lead the execution, growth, and overall management of the company's federal contract portfolio. This senior leadership position is responsible for driving operational excellence, ensuring contractual compliance, maximizing portfolio profitability, and maintaining exceptional customer relationships across multiple federal agencies.
The Director of Programs provides strategic oversight of Program Managers, Project Managers, and Site Leads while serving as the principal interface between SOI leadership and Government stakeholders. The successful candidate will possess a proven record of managing complex federal contracts, leading distributed teams, improving performance outcomes, and delivering measurable results in support of Government missions.

Key Responsibilities
Portfolio Leadership and Program Execution
- Provide executive oversight of assigned contracts, task orders, and programs, ensuring successful execution of all contractual requirements.
- Lead, mentor, and develop Program Managers, Project Managers, and Site Leads across multiple locations and customers.
- Establish performance expectations, accountability standards, and operational objectives that support corporate and customer goals.
- Direct contract transition, mobilization, phase-in, and start-up activities, including staffing, onboarding, site readiness, subcontract implementation, and property accountability.
- Ensure all programs meet quality, schedule, technical, and cost requirements established by contract and corporate objectives.
- Develop and implement program management plans, operating procedures, and performance improvement initiatives.
Financial Management and Business Performance
- Maintain full profit and loss responsibility for assigned contract portfolios.
- Monitor revenue, labor utilization, indirect cost allocation, profitability, and overall financial performance.
- Develop and manage Estimates at Completion (EACs), Estimates to Complete (ETCs), forecasts, and corrective action strategies.
- Identify and mitigate financial, schedule, staffing, and performance risks.
- Review and approve invoices, travel requests, labor charging, subcontractor costs, and other direct expenses for compliance and accuracy.
- Coordinate with Finance, Contracts, and Business Operations to ensure accurate reporting and financial stewardship.
Contract Administration and Compliance
- Ensure compliance with the Federal Acquisition Regulation (FAR), agency supplements, contract clauses, and company policies.
- Monitor contract funding, option periods, modifications, equitable adjustments, and contract change activities.
- Oversee timely submission of all Contract Data Requirements Lists (CDRLs), deliverables, reports, and Government-required documentation.
- Manage subcontractors, vendors, and teaming partners to ensure contractual compliance and performance expectations are achieved.
- Maintain program risk registers and drive mitigation strategies to successful closure.
Customer Engagement and Relationship Management
- Serve as the senior company representative to Contracting Officers (COs), Contracting Officer's Representatives (CORs), program offices, and customer leadership.
- Foster trusted customer relationships through responsive communication, operational excellence, and proactive issue resolution.
- Lead program management reviews, status briefings, performance assessments, and strategic customer engagements.
- Manage Customer Performance Assessment Reporting System (CPARS) activities, including preparation, review, response development, and corrective action planning.
- Anticipate customer requirements and identify opportunities to improve service delivery and customer satisfaction.
Growth, Capture, and Strategic Support
- Identify and pursue organic growth opportunities within existing contracts and customer organizations.
- Support capture management and proposal efforts through technical solutions, staffing strategies, management approaches, transition planning, and operational expertise.
- Contribute to pricing development, labor category mapping, staffing models, basis of estimates, and cost projections.
- Lead recompetes and retention strategies to maximize win probability and workforce continuity.
- Collaborate with Business Development and Executive Leadership to expand market presence and increase contract value.
Quality, Safety, and Workforce Management
- Ensure effective implementation of corporate quality management, safety, environmental, and continuous improvement programs.
- Drive compliance with Quality Assurance Surveillance Plans (QASP), Performance Work Statements (PWS), and Service Level Agreements (SLAs).
- Coordinate with Human Resources regarding recruitment, workforce planning, employee relations, compensation matters, and staffing requirements.
- Promote a culture of accountability, integrity, safety, customer service, and operational excellence throughout the organization.
Qualifications
Required Qualifications
- Bachelor's degree in business administration, Management, Engineering, Logistics, Program Management, or a related field.
- Minimum of ten (10) years of progressively responsible program or project management experience supporting federal government contracts.
- Minimum of five (5) years of experience managing multiple contracts, programs, or geographically dispersed operations.
- Demonstrated experience supervising Program Managers, Project Managers, or senior operational leaders.
- Proven experience managing profit and loss responsibility for government contract portfolios.
- Strong understanding of Federal Acquisition Regulation (FAR) requirements and common federal contract types, including:
- Firm-Fixed-Price (FFP)
- Time-and-Materials (T&M)
- Cost-Reimbursement
- Indefinite Delivery/Indefinite Quantity (IDIQ)
- Experience directly supporting Contracting Officers, Contracting Officer's Representatives, and Government program leadership.
- Successful experience managing contract transitions, mobilizations, and phase-in activities.
- Strong analytical, financial, presentation, communication, and leadership skills.
- Proficiency with Microsoft Office Suite and enterprise project, accounting, or reporting systems.
- United States citizenship.
- Ability to obtain and maintain a Secret Security Clearance.
Preferred Qualifications
- Master's Degree or MBA.
- Project Management Professional (PMP) certification.
- Active Secret or higher security clearance.
- Experience supporting Department of Defense (DoD), Department of Homeland Security (DHS), or other federal civilian agencies.
- Experience with Unanet or other DCAA-compliant accounting and project management systems.
- Experience overseeing OCONUS operations or geographically dispersed workforces.
- Familiarity with ISO 9001:2015, AS9100, or other quality management frameworks.
- Prior military service or extensive experience supporting military installations and mission-critical operations.
