JOB SUMMARY
The Director, Use of Force & Operational Standards provides enterprise leadership and expertise for use of force training, firearms, defensive tactics, less lethal systems, operational equipment, policy, and quality assurance across SCIS. The role serves as a key leader in developing and standardizing the SCIS Skills, Tactics, and Advancement Center (S TAC), including training programs, instructor qualifications, and operational readiness.
The Director partners closely with cross functional teams and clients to ensure regulatory compliance, support business growth, strengthen operational capabilities, and position S TAC as a meaningful competitive differentiator. The ideal candidate brings deep use of force and training experience and can translate technical capabilities into measurable business and client value.
ESSENTIAL FUNCTIONS
Core Duties Include:
1.Provides enterprise leadership for use of force training and operational standards, ensuring alignment across training, policy, equipment, procedures, and regulatory requirements. Serves as the primary subject matter expert for firearms, defensive tactics, less lethal systems, de-escalation, decision making, and related tactical training.
2.Leads the development, expansion, and standardization of S TAC, overseeing curriculum, methodologies, qualification courses, instructor materials, and performance standards. Establishes and maintains national instructor qualification and certification requirements and supports the development of a professional, consistent instructor cadre.
3.Ensures quality assurance of training delivery through evaluations, audits, inspections, and performance reviews. Collaborates closely with Quality Assurance and Operations to identify systemic issues, recommend corrective actions, and integrate lessons learned into programs, policies, and equipment standards.
4.Supports policy development and ensures alignment with Legal, HR, Operations, and Risk Management as laws, industry practices, and operational needs evolve. Evaluates, tests, and recommends force-related equipment based on safety, effectiveness, standardization, and cost considerations.
5.Participates in reviews of significant incidents to identify lessons learned and recommend improvements. Conducts site assessments to evaluate firearms programs, ranges, equipment, and instructor capabilities, and supports implementation of new armed security contracts.
6.Partners with Marketing, Communications, Business Development, and Proposal teams to position S TAC as a competitive differentiator. Contributes to branding, messaging, client facing materials, demonstrations, and proposal development.
7.Serves as a subject matter expert in armed security and tactical training for business development initiatives and client engagements. Develops performance indicators to measure S TAC effectiveness and builds strong cross functional relationships to support consistent national implementation. Represents Company professionally with clients, regulators, industry partners, and external stakeholders.

10.Establishes communication and feedback processes that demonstrate S-TAC accomplishments, training outcomes, quality assurance improvements, operational lessons learned, client successes, and business impact.
11.Identifies opportunities to better leverage S-TAC capabilities in client retention, new-business development, proposal strategy, and Company branding.
12.Promotes consistent national standards while recognizing appropriate differences resulting from client requirements, state regulations, contractual obligations, and unique operating environments.
13.Performs additional functions, duties, and tasks of a similar nature and scope as necessary to achieve assigned business objectives.

Basic Qualifications
- U.S. citizenship preferred
- At least 21 years of age
- Ability to acquire and maintain the required level of Department of Defense (DoD) Security Clearance. Must have a minimum of an active Interim Secret granted, where applicable.
- Ability to acquire and maintain any other specific special clearances/access requirements.
- Ability to travel regularly to Company offices, training locations, ranges, and client sites.
Education/Experience
- Bachelor's degree in criminal justice, public safety, business, training, organizational leadership, or a related field and significant progressively responsible experience in law enforcement, military, government security, corporate security, or a comparable environment; or an equivalent combination of education and experience sufficient to perform the essential functions of the job, as determined by the Company.
- Significant experience involving firearms, use-of-force training, defensive tactics, tactical training, operational policy, quality assurance, or security training programs.
- Demonstrated experience developing, managing, implementing, or evaluating professional training programs.
- Demonstrated leadership experience involving instructors, training programs, projects, or operational initiatives.

- Knowledge of use-of-force law and the ability to translate legal and policy requirements into practical training and operational standards.
- Experience developing firearms, defensive tactics, use-of-force, or related training curriculum.
- Recognized instructor certifications in firearms, defensive tactics, less-lethal systems, or related disciplines.
- Experience developing or managing instructor certification and continuing-education programs.
- Experience conducting training audits, inspections, quality assurance reviews, or compliance assessments.
- Experience developing policies, standards, procedures, or corrective-action programs.
- Experience evaluating firearms, equipment, less-lethal systems, protective equipment, or training technologies.
- Strong analytical, problem-solving, and decision-making skills.
- Strong project management, planning, organization, and coordination skills.
- Advanced presentation and facilitation skills with the ability to communicate effectively with frontline employees, instructors, senior executives, customers, regulators, and other stakeholders.
- Ability to translate technical training and operational capabilities into client-facing business value.
- Experience supporting proposals, client presentations, marketing initiatives, or business-development efforts preferred.
- Ability to manage multiple cross-regional and Company-wide initiatives concurrently.
