Specialized experience must demonstrate the following: The incumbent must demonstrate knowledge of DoD planning, programming, budgeting and execution (PPBE) process and systems. Knowledge of naval shipyard workload leveling and execution management. Comprehensive knowledge of the concepts, principles and practices of ship repair planning, work execution, and performance monitoring. This experience must also include coordinating complex projects by establishing and maintaining working relationships with a wide range of internal and external stakeholders and preparing and delivering coordinated briefings to senior leadership.

This announcement uses the Direct Hire Authority for Certain Personnel DHA (j) Business Transformation/Management Innovation to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
- You will plan to achieve milestones and requirements for the full scope of activities associated with acquisition issues. Ensures program schedules are met within workforce and fiscal resources.
- You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas; exercises significant judgment and experience to establish priorities.
- You will prepare coordinated reports, presentations and briefings in support of program actions. Analyzes requirements to develop program reporting including specifications, data gathering and analytical techniques, and evaluation methodology.
- You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic or other program office focus areas.
- You will have skill in the application of a wide range of qualitative and quantitative analytical and evaluative methods used for the assessment and improvement of naval shipyard business and financial processes.
- You will have the ability to communicate effectively both orally and in writing with all levels of management including external organizations.
- You will have the ability to conduct analysis, develop recommendations and prepare briefing materials to present to senior executives and top management for the purposes of education, status reporting and conveying issues.
