Job Description

The Organizational Change & Operations Specialist supports U.S. Navy and Department of Defense transformation initiatives by coordinating organizational change, workforce readiness, stakeholder engagement, leadership support, operational planning, and implementation activities across complex programs. 


The Specialist works closely with change-management leadership, senior government and contractor stakeholders, program teams, communications personnel, analysts, and technical subject-matter experts to help translate leadership priorities and organizational changes into coordinated actions, stakeholder engagements, readiness activities, and measurable outcomes. 


The ideal candidate brings experience working in complex, high-accountability environments and is comfortable coordinating across senior leaders, operational teams, government organizations, contractors, and external stakeholders. Relevant experience may include organizational change, military operations, executive support, program coordination, workforce readiness, business operations, process improvement, analytics, or related disciplines. 


Organizational Change & Readiness 




  • Support and execute organizational-change and workforce-readiness activities associated with changes to roles, responsibilities, processes, governance, technologies, and ways of working. 






  • Assess how organizational and program changes may affect stakeholder groups, workflows, responsibilities, and operational execution. 






  • Help identify readiness gaps, implementation barriers, stakeholder concerns, and dependencies requiring leadership attention. 






  • Develop and maintain change, readiness, implementation, and stakeholder-engagement activities in coordination with program schedules and leadership priorities. 






  • Support adoption and sustainment of new organizational processes and operating practices. 




Leadership & Stakeholder Coordination 




  • Coordinate engagements involving senior government, military, contractor, and program stakeholders. 






  • Prepare leadership materials, meeting packages, decision-support information, briefing materials, and follow-up documentation. 






  • Facilitate or support workshops, focus groups, working sessions, leadership meetings, and other stakeholder engagements. 






  • Maintain visibility of leadership commitments, decisions, actions, deadlines, and dependencies. 






  • Coordinate follow-through across organizations to ensure leadership direction is translated into executable activity. 






  • Support stakeholder mapping and engagement planning for affected organizations and personnel. 




Program & Change Operations 




  • Coordinate day-to-day activities supporting organizational transformation and program execution. 






  • Maintain integrated plans, trackers, calendars, action registers, decision logs, and other management tools. 






  • Monitor milestones, dependencies, risks, issues, and actions across assigned workstreams. 






  • Identify coordination gaps and recommend improvements to workflows, processes, documentation, or operating rhythms. 






  • Support development and implementation of standardized processes that improve accountability, visibility, and execution. 






  • Coordinate activities across geographically or organizationally dispersed stakeholders. 




Analysis & Reporting 




  • Collect, organize, and synthesize qualitative and quantitative information to support leadership decision-making. 






  • Develop dashboards, reports, trackers, summaries, and other decision-support products. 






  • Analyze stakeholder feedback, implementation progress, operational data, and other available information to identify trends and emerging concerns. 






  • Translate complex information into concise, decision-ready products for senior leaders and program stakeholders. 






  • Support development of performance, readiness, adoption, and execution measures. 






  • Work with analysts and program personnel to improve data quality, reporting, and leadership visibility. 




Workforce Support & Learning 




  • Identify workforce information, orientation, learning, or performance-support needs resulting from organizational or process changes. 






  • Support development of onboarding materials, job aids, quick-reference products, leadership tools, and other workforce-support resources. 






  • Coordinate training, workshops, orientations, and other readiness activities when required. 






  • Work with subject-matter experts to ensure workforce-support materials accurately reflect new processes, responsibilities, and operating requirements. 






  • Evaluate stakeholder feedback to identify areas requiring additional support or clarification. 




Continuous Improvement




  • Gather stakeholder and workforce feedback regarding organizational changes, processes, communications, and implementation activities. 






  • Support lessons learned and After Action Reviews (AARs). 






  • Identify opportunities to improve coordination, workflows, documentation, reporting, and stakeholder support. 






  • Recommend practical adjustments based on feedback, performance information, and operational experience. 






  • Support institutionalization of effective practices into recurring business and program operations. 




Required Qualifications 




  • Bachelor's degree in Business, Organizational Development, Communications, Intelligence Studies, Public Administration, Management, Analytics, or a related field. 






  • 5+ years of progressively responsible experience supporting military, government, organizational-change, program-management, business-operations, executive-support, workforce-readiness, analytical, or transformation activities. 






  • Active Secret clearance or higher; U.S. Citizenship required. 






  • Demonstrated experience coordinating activities across multiple organizations or stakeholder groups. 






  • Experience preparing reports, briefings, trackers, documentation, or decision-support products for leadership. 






  • Experience supporting senior leaders in complex, mission-driven environments. 






  • Demonstrated ability to manage multiple priorities, actions, deadlines, and dependencies. 






  • Strong written communication, organizational, analytical, and interpersonal skills. 






  • Ability to handle sensitive information and operate effectively in classified environments. 




Preferred Qualifications 




  • Experience supporting U.S. Navy or Department of Defense organizations. 






  • Experience supporting organizational transformation, change initiatives, process improvement, workforce readiness, or implementation activities. 






  • Experience working with senior military, government, or executive stakeholders. 






  • Experience developing onboarding, process documentation, operational procedures, or workforce-support materials. 






  • Familiarity with change-management, Agile, Lean, Human-Centered Design, program-management, or continuous-improvement methodologies. 






  • Experience with Microsoft 365, Teams, Excel, Power BI, Tableau, or related reporting and collaboration tools. 






  • Graduate education in Business Analytics, Business Administration, Organizational Development, Management, Data Analytics, or a related discipline is preferred; candidates currently pursuing relevant graduate education will be considered. 






  • Change-management, project-management, Agile, Lean, or related professional certification preferred. 




Estimated Annualized Salary Range 


$90,000-$115,000 (subject to applicable contract labor category, qualifications, and StratasCorp compensation structure).
