Job Description



We are seeking an experienced Program Management Office (PMO) Lead to provide program management leadership and delivery oversight for multiple, large-scale federal contracts supporting a U.S. Navy customer.


The PMO Lead will be responsible for establishing and maintaining the processes, governance, tools, and performance management practices necessary to ensure successful execution across a diverse portfolio of technology and mission-support activities. The contract encompasses technology infrastructure, network operations, training, service delivery, and related IT support services.


This is a highly visible leadership role requiring an individual who can operate effectively across technical, operational, contractual, and customer-facing environments. The PMO Lead will work closely with program leadership, project managers, technical leads, operational teams, corporate functions, and Navy stakeholders to ensure projects and initiatives are delivered on time, within budget, and in accordance with contractual and mission requirements.


The ideal candidate combines strong program management discipline with excellent communication, problem-solving, and leadership skills and is comfortable working in a complex, matrixed federal contracting environment.


This role in located in Chesapeake, VA.  Some travel is required.


Must posses an active Secret clearance.


Job Description:


Program Management & Governance


• Lead the PMO function across the contract and establish consistent program and project management standards.


• Establish governance processes for planning, execution, reporting, risk management, issue resolution, and change control.


• Lead recurring program reviews, integrated planning sessions, milestone reviews, and executive-level governance meetings.


• Develop PM skills within the management team, coaching emerging project managers and other technical staff in efficient project delivery.


• Work with project and technical leadership to resolve resource, schedule, technical, and operational challenges.


Customer & Contract Support


• Partner with program leadership to maintain strong relationships with Navy stakeholders and government representatives.


• Translate contractual requirements and customer priorities into actionable plans and measurable outcomes.


• Support contract deliverables, program reviews, executive briefings, status reports, and customer communications.


• Maintain visibility into contractual milestones, commitments, deliverables, and performance requirements.


• Support planning and execution of new requirements, emerging customer priorities, contract modifications, and changes in scope.


• Provide clear, fact-based recommendations to program leadership and customer stakeholders.


Financial & Resource Management


• Support workforce planning across projects and operational workstreams.


• Identify resource constraints and recommend prioritization, staffing, or schedule adjustments.


Team Leadership


• Lead and mentor PMO personnel, including project managers, program analysts, schedulers, and other program support staff.


• Establish a culture of accountability, collaboration, transparency, and continuous improvement.


Required Qualifications


  • 12 + years of progressive program and project management experience.

  • Bachelor's degree in business, Information Technology, Engineering, Project Management, or a related field; equivalent relevant experience (additional 4+ years to the above) may be considered in lieu of degree.        

  • Active Secret Clearance

  • Demonstrated experience leading PMO functions or managing complex portfolios of projects.

  • Experience supporting large-scale technology, infrastructure, network operations, IT services, systems integration, or related programs.

  • Experience managing multiple concurrent projects and cross-functional teams.

  • Demonstrated experience with integrated scheduling, risk and issue management, resource planning, performance reporting, and executive communications.

  • Experience working within a federal contracting or government customer environment.

  • Strong written, verbal, analytical, organizational, and presentation skills.

  • Demonstrated ability to communicate effectively with senior leadership, technical personnel, customers, and government stakeholders.

  • Ability to manage competing priorities and operate effectively in a complex, mission-focused environment.



Preferred Qualifications


  • Experience conducting previous project assessments, communicating gaps/issues and developing solutions to address.

  • The ability to analyze large, complex project environments and propose innovative solutions

  • A PMP certification or equivalent project/program management credential is desired but not required. 




The anticipated salary range for this role is $140,000 to $165,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.
