Job Description

The Senior Program Manager for a firm-fixed-price federal services program, serves as the program's primary interface to senior Air Force customer leadership, as well as the single contractor point of contact to the contracting officer and contracting shop, and is accountable for cost, schedule, technical performance, and staffing on every task order issued under the contract. The role provides senior-level program management and thought leadership to senior Air Force customers: framing priorities, advising on how emerging capability, including artificial intelligence insertion, can improve mission outcomes, and shaping the identity and reputation of the program within the customer community.

Responsibilities:

  • Engage senior Air Force customer leadership as the program's primary representative, and serve as the single point of contact to the contracting officer and contracting shop and as the primary escalation point for program-level issues and risk.
  • Assign and prioritize work and keep every task order within its funded ceiling. Own the monthly status report, submitted within 15 business days of month end with the invoice, and conduct quarterly Program Management Reviews, including the review before each option exercise, with agenda and slides three business days prior and minutes five business days after.
  • Maintain the integrated master schedule and report problems affecting performance by the next business day.
  • Recruit, supervise, and retain qualified cleared staff, notify the Government two weeks ahead of known vacancies, and fill vacancies within 15 business days.
  • Execute transition-in and transition-out planning, own the quality control plan and corrective action process, and manage subcontractor flow-down.
  • Provide thought leadership on how emerging capability and artificial intelligence insertion can improve Air Force mission outcomes, and build the customer relationships and program reputation that generate new work.


Qualifications:

  • Years of Experience: More than 10 years of program management experience, the majority of it in an Air Force environment.
  • Education Level: Bachelor's degree in in information systems, engineering, business, logistics, or a related field
  • Clearance Requirements: Secret (active, or demonstrated ability to obtain)
  • Certification Requirements: Project Management Professional (PMP) certification, or equivalent demonstrated program management credentials
  • Any other work-related qualifications needed for the role: Deep working understanding of Air Force logistics systems and the Air Force logistics community, including how requirements form, get prioritized, and get funded; established, current relationships with senior Air Force stakeholders, with standing sufficient to open doors by name; demonstrated ability to provide senior-level program management and thought leadership to senior government customers; practical understanding of artificial intelligence insertion and how emerging technology can be applied to improve mission outcomes; demonstrated record of growing new work on an existing contract vehicle by shaping customer needs into orderable scope; strong written and briefing skills for senior government audiences; United States citizenship (required for all personnel on this contract).
