Contract Analyst
Location
Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD
Role Description
This is a full-time position at an on-site government facility, contingent on winning a 5-year contract. Anticipated start date is 30 December 2026.
• This is an on-site government facility work assignment.
• Work days (specific hours TBD) - Monday to Friday
• All federal holidays paid
• Two weeks PTO (after six months of work) per year
• Qualification Package required may include physical examination certificate, proof of required vaccinations, tuberculosis screening, diploma/degree, and any specialty job-related documents or certification as required. Preliminary government requirements did not detail this, but will probably be required.
Responsibilities and Knowledge Expectations
• Engage with customers to ensure their requirements are developed accurately for the approval of the Defense Health Agency Contracting Agency (DHACA) to proceed with procurement.
• Always ensure DHA documentation/templates utilized to create procurement packages are current versions.
• Complete various documentation for Pre-Award Procurement Packages i.e., Market Research, Independent Government Cost Estimates (IGCE), development of Performance Work Statements (PWS) and/or Statement of Work (SOW), Acquisition Strategy, Justification & Approval (Sole Source) and all other documents that may be required in support of requests from the Logistics Centralized COR Team and WRNMMC customers.
• Demonstrate comprehensive knowledge of DHA Procurement, to include acquisition planning, contract information, administration, compliance, and closeout in accordance with applicable FAR and DHA policies.
• Be able/willing to conduct training and educational briefings to ensure all personnel seeking contracting support understand procedures and policies in completing a procurement package for healthcare and non-healthcare requirements.
• Proficient in the use of the Microsoft Suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
Essential Requirements
• Bachelor’s or Associates Degree .
• A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.
• Minimum 5 years of direct Federal procurement experience serving as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst (DoD experience is not required, however preferred).
• Must be DAWIA Contracting Level II certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level II certification).
• Must be fluent in reading, writing, and speaking English.
• U.S Citizen
• Secret clearance or higher

• Fluent in a second language would be a plus.
