Budget Analyst—Full time on site at Aberdeen Proving Ground
Experience:
Minimum 5 years
Responsibilities:
- Conduct program analyses utilizing the Planning, Programming, Budgeting, and Execution (PPBE) process, across the Department of War (DoW) Integrated Program and Budget Review cycle. Oversee all aspects of planning analysis, formulation, justification, presentation, and review of current and multi-year budgets to include manpower and dollar resources across multiple funding sources and six appropriations to support the life cycle management of systems.
Core Skills:
- Knowledge of objectives, concerns, activities, and organizations associated with supporting PPBE to translate operational requirements into specific program plans and requests and requests for financial resources.
- Knowledge of budgetary laws, orders, regulations, and policies to interpret broad policy and program directives and make recommendations for time phasing of planning actions along with resource management actions.
- Skill in applying program analysis and schedule/cost analysis techniques (e.g., cost estimation, trend forecasting, and cost/benefit analysis).
- Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations to analyze, balance, and reconcile program requirements with available resources.
Scope of Support:
- Develop specific program planning data by analyzing costs, schedules and performance requirements while researching and validating organizations planning, scheduling and funding projections.
- Analyze competing requirements, adapting to constantly changing schedules and variations, and ensuring that scheduled milestones and objectives are attainable.
- Develop alternative recommendations for realigning schedules and reallocating resources among divisions to best fulfill mission requirements.
- Review, analyze, interpret, and provide guidance on congressional and appropriation language, as well as directives from the Office of Management and Budget (OMB), the Office of the Secretary of War (OSW), and the Department of the Army (DA).
- Review proposed congressional language to assess its impact on programs and prepare reclamas and appeals as necessary in coordination with the headquarters staff.
- Review, analyze, and edit budget estimates to ensure they are adequately supported by a narrative justification and comply with budgetary policies and guidelines.
- Provide guidance in developing long-term project and budget planning documents to support the life cycle management of Information Technology programs, including design, development, procurement, deployment, maintenance, and modification.
- Advise on the timing of budget plans to align with contractor payment milestones related to the development, procurement, or modification of systems.
- Adjust budget estimates as necessary to accommodate technology insertions, contractual delivery deadlines, and program directives.
