Job Description

Duties

  • Administers and Manages International Military Education and Training (IMET), Regional Defense Fellowship Program (RDFP), and Foreign Military Sales (FMS) training.
  • Assures accurate programming, proper utilization, and effective implementation of training involving Grant Aid on contract purchases of U.S. military equipment by foreign governments.
  • Develops requirements to support various security assistance and Foreign Military Sales (FMS) training programs.
  • USCENTCOM subject matter expert on Golden Sentry that provides oversight and ensures MILGPs are in compliance with DoW End Use Monitoring (EUM) program policy.

  • Must be able to obtain and maintain a Top-Secret Security Clearance with access to sensitive-compartmented information (SCI).
  • The incumbent may be required to work overtime or outside normal duty hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft and may require travel overseas to remote locations with the USCENTCOM AOR where heightened security measures are required.
  • Incumbent must attend the Defense Institute for Security Cooperation Studies (DISCS) management training.

  • This position is designated by the Air Force as a Test Designated Position (TOP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TOP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TOP.
  • Participation in the Department of Defense Security Cooperation Workforce Certification Program is mandatory. Once fully implemented, the incumbent will be required to maintain the minimum certification level in accordance with this position and area of concentration.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and understanding of the current missions, capabilities, organization, and goals of a Security Cooperation Office, and of the military Services' training activities involved in Security Cooperation programs/activities; Thorough knowledge of DoW and interagency Security Assistance Policies and Procedures as they impact upon middle east military training requirements. Knowledge is applied in conducting studies, analyzing findings, and making recommendations on substantive training programs; Advanced knowledge of DoW Acquisition Regulations, as well as budgetary and fiscal regulations applicable to military equipment and training funding sources.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the unified command structure and the specific mission of. USCENTCOM and its Area of Responsibility (AOR).
  • Knowledge of International Military Training Programs, including knowledge of training administration policies and procedures, and training resources programs, principles and policies.
  • Knowledge of the political, military and economic environment of the USCENTCOM AOR and the extent to which these factors influence the success of Security Cooperation efforts.
  • Knowledge of Defense Security Cooperation Agency (DSCA) systems and tools; specifically, the Security Cooperation Training Management System (SC-TMS), the Defense Security Assistance Management System (DSAMS) and the Security Cooperation Information Portal (SCIP).
  • Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and departments, including the DOW, DOS, and their subordinate agencies and command
  • Ability to analyze, evaluate, and accomplish training studies and projects. Skill in the application of fact-finding and investigative techniques and in the development and delivery of reports and presentations to develop and effectively communicate reports orally and in writing to senior leadership.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
