Job Description

Core4ce is seeking an Operations Liaison & User Needs/Requirements Collector to support coordination among Program Executive Offices (PEOs), mission partners, and stakeholders. This role will serve as a critical connection between operational users, technical teams, leadership, and program organizations to identify user needs, capture and validate requirements, track initiatives, and help transition emerging technologies into operational environments.

The ideal candidate will bring experience working across technical and operational organizations, strong stakeholder engagement and communication skills, and an understanding of the processes involved in technology adoption, testing, evaluation, and transition.

Responsibilities:
  • Serve as a liaison among PEOs, mission partners, operational users, and stakeholders to facilitate coordination, identify collaboration opportunities, and maintain awareness of organizational portfolios and programs.
  • Engage with stakeholders to identify, collect, document, validate, and prioritize user needs and technical requirements.
  • Monitor initiatives from intake through delivery, track milestones and dependencies, identify issues and risks early, and support accountability for timely execution.
  • Cultivate strong stakeholder relationships through proactive communication, sound judgment, and effective coordination.
  • Facilitate meetings, reviews, working groups, and briefings between the office, PEOs, mission partners, and leadership.
  • Assess the feasibility of requests and initiatives, identify potential challenges, and provide decision-quality information to leadership.
  • Maintain accurate program and requirements tracking data and prepare inputs, status updates, and supporting materials for review and decision forums.
  • Collect and analyze performance metrics, milestones, and stakeholder feedback to support program reporting and leadership decision-making.
  • Support the transition of R&D prototype systems, components, processes, techniques, and software into operational environments.
  • Support or contribute to test and evaluation (T&E), independent verification and validation (IV&V), and technology assessment activities prior to operational adoption.
  • Apply knowledge of NGA processes and procedures that impact technology transition and adoption.
  • Use project management and collaboration tools to support requirements tracking, documentation, communication, and team coordination.

Requirements:
  • Master's degree in Astronomy, Astrobiology, Astrophysics, Astronautics, Aerospace Engineering, Astrodynamics, Aerodynamics, Biology, Chemistry, Chemical Engineering, Computer Science, Civil Engineering, Electrical Engineering, Geology, Geological Sciences, Hydrodynamics, Materials Science, Mechanical Engineering, Medical Science, Meteorology, Nuclear Engineering, Oceanography, Orbital Mechanics, Organic Chemistry, Physics, Physiology, Political Science, Quantum Engineering, Quantum Physics, Thermodynamics, or Volcanology with 13 years of relevant experience, or Bachelor's degree with 15 years of relevant experience.
  • Active TS-SCI with ability to obtain a CI Poly.
  • Experience collecting, documenting, analyzing, and managing user needs and technical requirements.
  • Experience coordinating across multiple organizations, stakeholders, and technical teams.
  • Experience supporting technology development, transition, T&E, IV&V, or operational adoption.
  • Experience developing technical reports, status updates, performance metrics, briefings, or other decision-support materials.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to manage multiple priorities, track actions and milestones, and identify issues requiring leadership attention.
  • Experience transitioning R&D prototypes or emerging technologies into operational environments.
  • Knowledge of NGA processes and procedures impacting technology adoption.
  • Experience with test and evaluation, IV&V, or operational acceptance of new technologies.
  • Experience supporting requirements collection and translating operational needs into clear, actionable technical requirements.
  • Proficiency with Jira, Confluence, or similar project management and collaboration tools.
  • Experience working within DoW, IC, or other national security mission environments.
  • Experience tracking program performance metrics, milestones, risks, and dependencies.
