Role & Responsibilities
CyKor is seeking an experienced Project Manager to lead the planning, tracking, and execution of federal Coastal Sentinel integration activities and associated dependencies across the Enterprise SD-WAN program.
This position will provide dedicated project management oversight for all Coastal Sentinel integration tasks, ensuring scope, Work Breakdown Structure (WBS), schedule, cost, resources, dependencies, risks, and deliverables are actively managed from planning through implementation and operational transition.
The Project Manager will work closely with federal stakeholders, CyKor engineering teams, architects, integration engineers, Prime contractor personnel, and other C5I project teams to maintain a single integrated view of Coastal Sentinel activities and their impact to the broader SD-WAN deployment schedule.
Key Responsibilities
Develop and maintain the Coastal Sentinel integration WBS, including work packages, activities, milestones, dependencies, owners, and completion criteria.
Establish and maintain the Integrated Master Schedule (IMS) for Coastal Sentinel integration activities.
Track scope, schedule, cost, labor utilization, travel, milestones, deliverables, and overall execution performance.
Maintain traceability between contractual scope, WBS activities, engineering tasks, deliverables, and resource assignments.
Coordinate Coastal Sentinel requirements and dependencies with Enterprise SD-WAN deployment activities.
Track site-level integration activities from planning and engineering through installation, validation, acceptance, and closeout.
Maintain detailed action-item, decision, dependency, issue, and risk tracking.
Identify schedule conflicts, resource constraints, technical dependencies, and scope changes that could impact Coastal Sentinel or Enterprise SD-WAN milestones.
Establish and maintain the project baseline and document approved changes to scope, schedule, or cost.
Support change-control activities and identify work that may constitute scope growth or require contractual modification.
Monitor planned versus actual labor hours and costs and develop forecasts for remaining work.
Coordinate resource requirements with engineering and delivery leadership.
Develop weekly and monthly status reporting, schedule updates, milestone reporting, spend-plan inputs, and executive-level project summaries.
Facilitate integration meetings, technical working sessions, schedule reviews, and stakeholder coordination meetings.
Maintain RAID logs and ensure risks, assumptions, issues, and dependencies have assigned owners and defined mitigation or resolution actions.
Coordinate with technical leads to validate task durations, sequencing, resource requirements, and completion criteria.
Track government and third-party dependencies that may affect execution, including site readiness, equipment availability, access, cybersecurity requirements, approvals, and other C5I modernization activities.
Maintain documentation supporting project decisions, customer direction, scope changes, and schedule impacts.
Provide leadership with early identification of schedule variance, cost variance, resource overextension, and critical-path impacts.

Requirements
7+ years of project or program management experience supporting complex IT, network engineering, telecommunications, or systems integration programs.
Demonstrated experience managing scope, WBS, schedule, cost, resources, risks, and dependencies.
Experience developing and maintaining integrated project schedules and detailed WBS structures.
Strong understanding of project baselines, critical paths, milestones, dependencies, schedule variance, and change control.
Experience tracking labor hours, burn rates, forecasts, budgets, and project cost performance.
Experience managing multiple concurrent technical workstreams and cross-project dependencies.
Demonstrated ability to work directly with engineers, architects, technical leads, customers, subcontractors, and senior leadership.
Strong written and verbal communication skills with the ability to translate detailed technical execution into concise program-level reporting.
Proficiency with Microsoft Project, Excel, PowerPoint, Teams, SharePoint, or equivalent project-management tools.
Active Secret security clearance.
Preferred Qualifications
PMP certification strongly preferred.
Experience supporting DHS, DoD, or federal programs.
Experience managing network modernization, Cisco SD-WAN, cybersecurity, Zero Trust, or C5I integration projects.
Familiarity with federal contracting environments, including Prime/Subcontractor execution.
Experience with EVM principles, schedule performance metrics, resource forecasting, and cost-to-complete analysis.
Experience supporting geographically distributed deployment programs involving multiple operational sites.
Familiarity with Power BI or other dashboard/reporting tools.

The Project Manager will maintain an authoritative integration management framework covering:
Scope: Requirements, contractual boundaries, deliverables, assumptions, and change control.
WBS: Workstreams, work packages, tasks, responsible owners, dependencies, and completion criteria.
Schedule: Baseline dates, milestones, critical path, predecessor/successor relationships, planned versus actual completion, and forecast dates.
Cost: Planned and actual labor, travel, burn rate, ETC/EAC forecasting, and cost variance.
Resources: Assigned personnel, allocation, availability, utilization, and resource conflicts.
Integration Dependencies: Enterprise SD-WAN, site readiness, equipment, network architecture, cybersecurity, government actions, and other USCG C5I initiatives.
Risk & Issues: RAID management, mitigation plans, escalation thresholds, decisions, and closure tracking.
