Summary

HX5 is currently seeking a Payroll & Billing Specialist to support a contract with Union personnel. The Payroll & Billing Specialist will compile payroll data to process and maintain payroll records and develop, interpret, and implement complex financial and accounting concepts, or techniques for financial planning and control.

Essential Duties and Responsibilities

This position includes the following. Other duties may be assigned.

  • Processes payroll data such as hours worked, taxes, insurance, and union dues from time sheets and other records. 

  • Prepares computer input forms, processes data into computer files, and computes wages and deductions and posts to payroll records. 

  • Reviews wages computed and corrects errors to ensure accuracy of payroll. 

  • Records changes affecting net wages such as exemptions, insurance coverage, and loan payments for each employee to update master payroll records. 

  • Prorates expenses to be debited or credited to each department for cost accounting records. 

  • Prepares and processes periodic reports of earnings, taxes, and deductions. 

  • Keeps records of leave pay and nontaxable wages. 

  • Completes monthly billing to the prime contractor for a Cost Plus Firm-fixed Fee contract. 

  • Completes monthly project financial reporting requirements to include, but not limited to Contract Deliverables (CDRLS), Funds and Man-Hours Expenditure Reports (FMERS), and Estimates-At-Completion (EAC/ETC) 

  • Analyzes financial information & labor hour utilization to determine present and future financial performance. 

  • Reviews costs for contract allowability. 

  • Responsible for adding/updating Costpoint Projects as needed to include updating and monitoring Project Workforce

Supervisory Responsibilities

This position has no supervisory responsibilities.

Education and/or Experience

  • Minimum of six (6) years of accounting experience.

  • Three (3) years of government contracting experience required.

  • BS Degree in accounting from an accredited university preferred. 

  • Experience in government contracting is preferred. 

  • Experience with CBAs and unions preferred. 

  • Ability to demonstrate discretion, professionalism, and confidentiality a must. 

  • Ability to maintain a high level of attention to detail required.

Computer Skills

To perform this job successfully, an individual should have knowledge of Deltek software (GCS, Costpoint, Time and Expense) and Microsoft Office products. Proficiency in MS Excel is required.

Position Type/Expected Hours of Work 
This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.

Travel 
This position does not require travel.
