Position Description:


ThinkTek is seeking a highly experienced Senior Technical SME to provide technology leadership and subject matter expertise in implementing and deploying an enterprise-level Human Resources (HR) system. The successful candidate will serve as a trusted technical advisor and primary liaison between the government, system implementation teams, functional stakeholders, and technical teams throughout the system lifecycle-from concept and design through implementation, testing, deployment, and commissioning.


This role will provide hands-on technical expertise in enterprise HR systems, requirements analysis, system testing, data migration, system interfaces, configuration management, access controls, risk mitigation, and technical performance reporting. The ideal candidate will be comfortable translating complex technical information into clear, actionable information for government leadership and functional personnel.


Responsibilities:


  • Serve as a key technology subject matter expert (SME) supporting the government client in guiding enterprise HR system concepts through design, implementation, testing, deployment, and commissioning.

  • Provide technical guidance and recommendations related to enterprise HR system architecture, configuration, integration, data, security, and operational readiness.

  • Provide technical testing support to assist the Government in verifying system integrity and validating DoW-specific HR business rules, data interfaces, workflows, and system access requirements prior to deployment.

  • Develop, review, and execute technical test scenarios and support the documentation, analysis, and resolution of system defects and discrepancies.

  • Analyze testing results and identify trends, risks, defects, dependencies, and areas requiring additional validation or remediation.

  • Serve as the primary technical liaison between government stakeholders, implementation teams, system integrators, functional SMEs, and other project stakeholders.

  • Lead efforts to identify requirements gaps, system deficiencies, enhancement opportunities, and emerging requirements.

  • Ensure identified gaps and enhancements are appropriately analyzed, documented, and formally routed through the designated Point of Contact (POC) for approval, prioritization, and disposition.

  • Capture and document functional and technical gaps and provide actionable feedback to ensure the system fully supports DoW functional and operational requirements.

  • Facilitate technical discussions and working sessions addressing risk mitigation, configuration control, data protocols, data migration, system interfaces, technical specifications, system access, testing, and other enterprise system management considerations.

  • Translate complex technical findings, testing outcomes, system issues, and recommendations into clear presentations and briefings for government personnel and leadership.

  • Participate in recurring technology meetings and provide concise updates on testing status, system readiness, risks, issues, requirements, and recommended actions.

  • Support the development and maintenance of technical documentation, including requirements, test plans, test results, interface specifications, data migration documentation, system configuration information, and issue logs.

  • Coordinate with technical and functional teams to assess the impact of proposed system changes and ensure appropriate configuration control and change management.

  • Support data migration activities by monitoring migration progress, validating migrated data, identifying discrepancies, and communicating migration risks and status to government stakeholders.

  • Review and assess system interface specifications and data exchange protocols to ensure integration requirements are clearly defined and appropriately implemented.

  • Support analysis of system access requirements and assist in validating role-based access, permissions, and related system controls.

  • Identify technical dependencies and risks that could affect system implementation, testing, deployment, or operational readiness.

  • Support the development of data visualizations, dashboards, and status reports to communicate key metrics, milestones, risks, testing progress, data migration status, and system readiness to government stakeholders.

  • Present technical data, system analysis, research findings, and recommendations to government personnel in a clear and understandable manner.

  • Conduct research and technical analysis to evaluate system capabilities, identify potential solutions, and support government decision-making.

  • Promote consistent application of technical standards, processes, and best practices across the enterprise HR system implementation.



Required Qualifications


  • U.S. Citizenship required

  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Business, Human Resources, or a related discipline; equivalent professional experience may be considered.

  • 5+ years of experience supporting enterprise technology implementations, HR systems, enterprise applications, or complex government IT programs.

  • Demonstrated experience serving as a technical SME, technical lead, systems analyst, or technology advisor on large-scale enterprise system implementations.

  • Strong experience with system testing, requirements validation, defect analysis, and system readiness activities.

  • Experience translating business and functional requirements into technical requirements, test scenarios, system specifications, and actionable technical recommendations.

  • Experience supporting data migration, data validation, system interfaces, data protocols, and enterprise system integrations.

  • Demonstrated ability to identify requirements gaps, functional deficiencies, technical risks, and opportunities for system enhancements.

  • Experience facilitating technical discussions involving multiple stakeholders with varying levels of technical expertise.

  • Strong ability to communicate complex technical concepts and testing results to various stakeholders including senior leadership, and non-technical stakeholders.

  • Strong analytical, problem-solving, organizational, and written/verbal communication skills.



Pay Range


The anticipated annual salary range for this position is $120,030 – $133,020. This range is a good-faith estimate and not a guarantee of compensation. Final compensation will be based on factors including experience, education, skills, geographic location, internal equity, market data, and applicable contract requirements, and may fall outside the posted range.
