Everforth ECS is seeking a BPR Analyst to work remotely.
We are seeking a Business Process Reengineering (BPR) professional to serve as a thought partner and technical coordinator in our Atlassian data center to Software as a Service (SaaS) solution migration project. This role will work directly with the CIO's Chief of Staff and internal leadership to design a consistent methodology for how work is captured, tracked, and reported at every level of the organization, then translate that methodology into a working Jira implementation.
The ideal candidate operates comfortably at two altitudes: they can sit in a strategy conversation and help architect how an organization should structure its work intake, prioritization, and reporting, and they can also sit with a technical Jira administrator or implementation team and turn that framework into boards, workflows, fields, and dashboards that teams will actually use. This is not a pure Jira administrator role and not a pure process consultant role; it requires someone who can translate between the two.
Success in this role looks like: a documented, adopted work tracking framework that rolls up consistently from individual teams through directorates to division and CIO-level reporting, paired with a Jira configuration and governance model that supports it, and a change management approach that gets skeptical teams to actually use it.

Required Skills
- Bachelor's degree in Computer Science, Information Security or related field .
- Ability to obtain DHS Public Trust security clearance.
- Minimum 6 + years of technology experience, with 5+ years of experience Business process engineering
- Demonstrated experience in business process reengineering or organizational process design, ideally within a large, multi-layered organization (government, government contracting, or large enterprise).
- Experience designing or standardizing work tracking, intake, or reporting processes that roll up across multiple organizational levels (team to program to portfolio/executive).
- Strong stakeholder management and facilitation skills; able to run working sessions with both executive stakeholders and working-level team leads.
- Excellent written and verbal communication skills, including the ability to document a framework clearly for both technical and non-technical audiences.
- Experience translating strategic or executive intent into actionable, implementable technical requirements.
- Comfort operating in a federal or federal-contracting environment, including familiarity with how CIO organizations are typically structured.
- Strong working knowledge of Jira, including how projects, boards, workflows, custom fields, and reporting/dashboards are structured and configured, sufficient to communicate requirements clearly to a technical implementation team.
- Prior experience as a Jira administrator, Scrum Master, or Agile coach, in addition to process design experience.
- Experience with Advanced Roadmaps, Structure, or similar portfolio-level reporting tools.
- Change management or organizational adoption experience, particularly getting distributed teams to consistently adopt a new tracking methodology.
- Familiarity with Confluence or similar documentation tools for publishing and maintaining framework documentation.
