Overview
Tecolote Research is seeking a highly motivated PM Specialist - DoD Acquisition Analyst to support a Department of War (DoW) acquisition program office in the Bedford, MA area. This role provides direct analytical and acquisition support to Government program leadership, with a focus on contract development, execution, and sustainment activities. The ideal candidate is a strong communicator and critical thinker with the ability to synthesize inputs from multiple stakeholders into clear, concise, and actionable documentation. This role provides direct analytical and acquisition support to Government program leadership, with a focus on contract development, execution, and sustainment activities. This position requires experience supporting DoW acquisition programs and contributing to complex procurement and contract management efforts across the program lifecycle.
Responsibilities
- Support Government program leadership in the development, review, and execution of acquisition and contract documentation.
- Develop and refine acquisition artifacts, including:
- Performance Work Statements (PWS) / Statements of Work (SOW)
- Contract Data Requirements Lists (CDRLs)
- Acquisition strategies and supporting documentation
- Assist in preparing pre-award documentation, including source selection plans, evaluation criteria, and Justification & Approval (J&A) packages.
- Conduct and support technical evaluations (TechEvals), documenting results and providing recommendations to program leadership.
- Ensure acquisition documentation aligns with DoW and U.S. Air Force policies, guidance, and best practices.
- Serve as a liaison between Program Managers (PMs), Contracting Officer Representatives (CORs), and Contracting Officers (KOs) to facilitate efficient acquisition execution.
- Review, track, and manage contract-related correspondence, ensuring accuracy, compliance, and timeliness.
- Provide support during program reviews and technical discussions, including design reviews as needed.
- Support contract execution and lifecycle management activities for systems and services acquisitions.
- Perform additional program office support tasks and special projects assigned.
Skills Required
- Candidates should have a minimum of 5 years of experience supporting DoW acquisition program offices or similar Federal acquisition environments.
- Demonstrated experience developing acquisition documentation, including:
- Statements of Work (SOW), Performance Work Statements (PWS), and/or Statements of Objectives (SOO)
- Contract Data Requirements Lists (CDRLs)
- Familiarity with Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS).
- Experience supporting pre-solicitation activities, acquisition planning, and requirements development.
- Ability to support technical evaluations and clearly communicate findings and recommendations.
- Experience coordinating with Government stakeholders, including Program Managers (PMs), Contracting Officer Representatives (CORs), and Contracting Officers (KOs).
- Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities.
- Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
- Ability to work independently and as part of an integrated team.
Preferred Qualifications- Experience supporting ACAT I or Major Defense Acquisition Programs (MDAPs), particularly in the AF domain.
- Experience with both Cost-Plus and Firm Fixed Price contract types.
- Familiarity with DoW or U.S. Air Force acquisition processes and organizations.
- Must have a secret clearance
