Finance Manager | #22651
Full-time, Direct Hire
Chesapeake, VA (Hybrid after fully established)

We are seeking an experienced financial leader to drive project accounting, budget forecasting, financial risk management, and fiscal reporting across our defense contract portfolio.

Functioning as a strategic advisor to program directors, operations executives, and executive financial management, this individual will ensure rigorous contract compliance, elevate financial visibility, and guide commercial decisions.

As our internal power-user and administrator for Deltek Costpoint, you will safeguard the accuracy of project ledgers, sharpen predictive modeling, and optimize internal compliance controls. Direct reporting lines include a Project Controls Analyst and an Accounts Payable Specialist, with a direct reporting structure to the Finance Director.

Core Responsibilities

Program Financial Management & Forecasting: Direct all long-range program planning, labor allocations, EAC generation, revenue tracking, order pipeline assessments, and contract margin analysis.

Operational Oversight & Risk Mitigation: Track project burn rates, funding thresholds, billable hours, and revenue recognition. Work directly with Program Managers to flag financial exposure, investigate variance drivers, and implement corrective measures.

Enterprise Reporting & Analytics: Design, build, and deploy custom financial dashboards and reporting frameworks to provide leadership with actionable cost insights. Deliver routine variance analysis comparing actual expenditures against baseline budgets.

Systems Leadership & Costpoint Management: Function as the primary administrator and subject expert for Deltek Costpoint. Establish project work breakdown structures, govern ledger trees, and maintain system data integrity.
General Ledger & External Accounting Coordination: Partner with external accounting service providers to guide monthly, quarterly, and year-end closes. Oversee financial audits, internal control reviews, and regulatory filings.

Corporate Planning & Indirect Rates: Support enterprise budgeting, corporate cash flow modeling, and the continuous monitoring of indirect cost pools and billing rates.

Team Supervision: Mentor, guide, and manage day-to-day assignments for the Accounts Payable Specialist and Project Controls Analyst.

Required Qualifications & Expertise

Education & Credentials: Bachelor’s degree in Finance, Accounting, Business, or a related discipline. Advanced credentials (CPA, MBA) are highly desirable.

Industry Background: 7+ years of progressive financial analysis and project accounting experience, including at least 5 years dedicated to federal defense contracting within DCAA-regulated operations.

Contract Vehicle Proficiency: Deep familiarity with Fixed Price (FFP), Time & Materials (T&M), and Cost-Reimbursable (CPFF/CPAF) billing mechanisms.

Technical Mastery: Advanced hands-on technical fluency in Deltek Costpoint (setup, reporting, and administration) alongside advanced Microsoft Excel capabilities (data manipulation, financial modeling, and macro/formula building).

Regulatory Knowledge: Firm grasp of Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), indirect rate application, and federal timekeeping rules.

Leadership & Soft Skills: Proven supervisory record with strong problem-solving acumen and the ability to articulate complex financial metrics to non-financial operational stakeholders.
