Job Description

CyKor is seeking an experienced System Analyst/Scrum Master to support execution of complex federal network modernization initiatives, including Enterprise SD-WAN, Zero Trust Network Access (ZTNA), and dependent C5I modernization efforts.

Role & Responsibilities

This role will provide the operational structure connecting engineering, provisioning, integration, NetOps/Tier 3, architecture, automation, logistics, and project management workstreams.

The System Analyst / Scrum Master serves as the execution integrator across technical workstreams. The role does not replace the Project Manager or technical leads. Instead, it provides the daily operating discipline necessary to connect schedule, backlog, resources, technical dependencies, and execution performance.

The role maintains visibility across the full delivery chain and identifies where constraints or competing priorities are preventing the program from achieving required deployment velocity. This is a hands-on delivery role requiring an individual who can move beyond facilitating meetings and actively translate technical activity into measurable execution, actionable priorities, and leadership-level visibility.

Key Responsibilities

Establish and manage the team’s Agile/Scrum execution cadence across multiple technical workstreams.
Facilitate daily stand-ups, sprint planning, backlog refinement, technical synchronization sessions, retrospectives, and other delivery ceremonies.
Develop, maintain, and prioritize integrated technical backlogs in coordination with federal and contractor technical leads.
Translate program objectives, technical requirements, deployment milestones, and emerging issues into actionable work items.
Track work from assignment through completion and identify tasks that are blocked, aging, overdue, or at risk.
Identify and manage cross-workstream dependencies affecting provisioning, shipping, installation, integration, validation, and transition to operations.
Analyze schedule, backlog, throughput, resource utilization, and delivery-performance data.
Develop dashboards and recurring reporting that provide leadership visibility into execution status, constraints, trends, and forecasted completion.
Track deployment velocity and analyze whether current throughput supports required program milestones.
Maintain RAID items, action items, decisions, dependencies, and technical blockers.
Coordinate resolution of impediments requiring action across engineering teams, federal stakeholders, vendors, or other contractors.
Support resource-capacity analysis and identify areas where workload exceeds available engineering capacity.
Assist leadership with backlog-reduction and recovery planning.
Maintain traceability between requirements, engineering tasks, deployment activities, risks, milestones, and completed work.
Support change-control and configuration-management processes as required.
Develop concise executive-level status products from detailed technical execution data.
Ensure decisions, assignments, due dates, and dependencies are documented and actively driven to closure.

System Analysis Responsibilities

Analyze existing technical and operational processes to identify bottlenecks, gaps, and opportunities for improvement.
Evaluate workflow performance from equipment receipt and provisioning through deployment, validation, and operational transition.
Develop process maps, workflow models, requirements, and performance measures.
Conduct trend and root-cause analysis on schedule delays, recurring blockers, ticket volume, deployment throughput, and backlog growth.
Support development of forecasts and recovery scenarios based on available resources and demonstrated production rates.
Assist technical leads in converting operational requirements into clearly defined system or engineering requirements.
Provide data-driven recommendations for process, staffing, tooling, and workflow improvements.

Please Note: This position is contingent upon contract award with an expected start date in October 2026.

Requirements
5+ years of experience supporting complex IT, systems engineering, network engineering, or technology-delivery programs.
Demonstrated experience as a Scrum Master, System Analyst, Business Analyst, Technical Project Analyst, or similar role.
Strong understanding of Agile/Scrum principles and backlog management.
Experience supporting multidisciplinary technical teams in a fast-paced delivery environment.
Demonstrated ability to identify dependencies, remove impediments, and drive actions to closure.
Experience developing and analyzing schedules, metrics, dashboards, KPIs, and operational performance data.
Strong analytical skills with the ability to convert technical information into actionable leadership reporting.
Experience with Jira, Azure DevOps, ServiceNow, or comparable work-management/ticketing platforms.
Strong Microsoft Excel and PowerPoint capabilities.
Excellent written, verbal, facilitation, and stakeholder-management skills.

Preferred Qualifications

Certified ScrumMaster (CSM), PSM, SAFe Scrum Master, or comparable Agile certification.
PMP certification.
Experience supporting large-scale network modernization, SD-WAN, cybersecurity, Zero Trust, or infrastructure deployment programs.
Experience with Power BI and development of automated program-performance dashboards.
Familiarity with Cisco networking technologies and enterprise network operations.
Experience supporting DHS, DoD, or another federal technology environment.
Familiarity with ITIL, incident/problem/change management, and ServiceNow.
Experience working in integrated federal and prime/subcontractor delivery environments.
