Summary:

The Risk Management Team Lead leads risk management activities supporting an ODNI program with a PMO focus. This position establishes and maintains a proactive risk management process to identify, assess, mitigate, monitor, and communicate program risks. The Team Lead provides actionable risk analysis and recommendations to program leadership and government stakeholders to support informed decision-making and successful mission execution.

Responsibilities:
  • Lead the program's risk management process, including identification, assessment, mitigation, tracking, and escalation.
  • Maintain the program Risk Register and ensure risks have appropriate owners, mitigation strategies, and resolution timelines.
  • Conduct recurring risk reviews with program leadership, government stakeholders, and functional teams.
  • Analyze risks affecting cost, schedule, scope, technical performance, resources, security, and mission objectives.
  • Develop and track risk mitigation and contingency plans through resolution.
  • Identify emerging and cross-functional risks and ensure appropriate escalation to PMO leadership.
  • Integrate risk management with program planning, scheduling, issue management, change management, dependencies, and performance reporting.
  • Develop executive-level risk dashboards, metrics, briefings, and status reports.
  • Facilitate risk assessments and risk workshops across program workstreams.
  • Provide risk-based recommendations to support program decisions and prioritization.
  • Ensure risk management documentation is accurate, current, and compliant with program and government requirements.
  • Lead and mentor risk management personnel and promote a proactive risk-management culture across the program.

Qualifications:
  • Bachelor's degree or equivalent experience.
  • Active TS/SCI clearance with Counterintelligence (CI) Polygraph
  • 8+ years of experience in program management, risk management, PMO operations, or a related discipline.
  • 5+ years leading risk management activities on complex government, defense, intelligence, or federal programs.
  • Demonstrated experience with risk registers, risk assessments, mitigation plans, and executive reporting.
  • Strong understanding of PMO governance, program planning, scheduling, issues, dependencies, and change management.
  • Excellent analytical, communication, organizational, and presentation skills.
  • Ability to obtain and maintain the required security clearance.

Preferred Qualifications:
  • Experience supporting ODNI or Intelligence Community programs.
  • PMP, PMI-RMP, or comparable certification.
  • Experience with IMS, EVM, program performance management, and executive-level reporting.
  • Familiarity with Jira, Confluence, ServiceNow, Power BI, or similar program management and reporting tools.

Salary Disclosure:

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications. The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
