Summary:
The Performance Management Team Lead leads performance management activities supporting a PMO-focused ODNI program. This position establishes and maintains processes for measuring, analyzing, and reporting program performance against established objectives, requirements, milestones, and performance metrics. The Team Lead provides actionable analysis and recommendations to program leadership and government stakeholders to improve program execution and mission outcomes.

Summary:
The Performance Management Team Lead leads performance management activities supporting a PMO-focused ODNI program. The Team Lead provides actionable analysis and recommendations to program leadership and government stakeholders to improve program execution and mission outcomes.
Responsibilities:
- Lead the program's performance management process, including performance measurement, analysis, reporting, and continuous improvement.
- Establish and maintain Key Performance Indicators (KPIs), performance measures, and metrics aligned with program objectives and customer requirements.
- Collect, validate, analyze, and trend program performance data across functional areas and workstreams.
- Develop executive-level dashboards, scorecards, reports, and briefings communicating program health and performance.
- Monitor performance against cost, schedule, scope, quality, staffing, service levels, milestones, and contractual requirements.
- Identify performance trends, variances, and areas requiring corrective action or leadership attention.
- Coordinate with program managers, functional leads, and government stakeholders to develop and track Corrective Action Plans (CAPs).
- Integrate performance management with risk, issue, schedule, change, and resource management processes.
- Support Program Management Reviews, governance boards, and other executive-level performance forums.
- Establish data-quality standards and ensure performance information is accurate, timely, consistent, and auditable.
- Provide data-driven recommendations to support program decisions, resource prioritization, and continuous improvement.
- Lead and mentor performance management personnel and promote a data-driven performance culture across the program.
Qualifications:
- Bachelor's degree or equivalent experience.
- Active TS/SCI clearance with Counterintelligence (CI) Polygraph.
- 8+ years of experience in program management, performance management, PMO operations, business analytics, or a related discipline.
- 3+ years leading performance management activities on complex government, defense, intelligence, or federal programs.
- Demonstrated experience developing and managing KPIs, performance metrics, dashboards, scorecards, and executive reporting.
- Strong understanding of PMO governance, program planning, scheduling, performance measurement, and corrective action processes.
- Strong analytical, organizational, communication, and presentation skills.
- Ability to obtain and maintain the required security clearance.
Preferred Qualifications:
- Experience supporting ODNI or Intelligence Community programs.
- PMP, PMI-PBA, or comparable certification.
- Experience with Integrated Master Schedules (IMS), Earned Value Management (EVM), Service Level Agreements (SLAs), and contractual performance metrics.
- Experience with Power BI, Tableau, Excel, Jira, Confluence, ServiceNow , or similar performance-management and reporting tools.
