Position Title: Computer Operator III
Location: Carlsbad, New Mexico
Compensation: $28.00 - $32.00 Hourly
Position Summary:
Command Cyber Solutions is looking for a Computer Operator III to Perform System Operator Duties to support a Government Technical Services Project for the US DOE TRANSCOM Program. TRANSCOM consists of multiple custom web applications, tools and interfaces and a user help desk that supports users 24-7. This position provides TRANSCOM technical support services directly to the EM CBFO, and DOE sites as needed to aid in the tracking of the transuranic (TRU) waste shipments as well as other radioactive material shipments to meet the DOE mission requirements.

Position Summary:

Essential Duties & Responsibilities:
- Perform application testing and system testing as requested using various systems analysis techniques and procedures by consulting with users to determine hardware, software, or system functional specifications.
- Coordinate with DOE shippers and carriers on shipment logistics.
- Perform troubleshooting on all system components to ensure the system remains available to all stakeholders. Troubleshoot to mitigate, report failures.
- In addition to operating the system, the Computer Operator III diagnoses and acts on machine stoppage and error conditions not fully covered by existing procedures and guidelines.
- Monitor shipments using multiple tracking web software applications (TSTAR, Omnitracs, TRANSCOM).
- Follow all procedures, shipment checklists, log entries for all shipment events and alarms, help desk support and technical system problems.
- Follow DOE and NRC security guidelines when providing user support.
- Other administrative and project duties as may be assigned.
Education, Certification & Experience Requirements:
Education Required:
- Bachelor's degree or higher in Computer Science, Information Technology or related field, or equivalent professional experience.
Certifications:
- Must Have One or More of the Following:
- Microsoft Certified Desktop Support Technician (MCDST)
- Certified Network Computer Technician (CNCT)
- Computer Service Technician (CST)
Experience Required:
- Minimum five years' experience working on a help desk, troubleshooting and/or customer support.
- Five years' experience as a Computer Operator I or II with increasing duties and responsibilities.
- 3 years experience providing helpdesk, troubleshooting, and/or customer support.
- Basic computer knowledge including: Windows, web applications, hardware/software troubleshooting and installation.
- Understanding of network terminology.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook) Adobe Acrobat, and other software specific to the position.
- Ability to interpret and apply federal, state, local laws, regulations and requirements, including but not limited to current DOE Directives (https://www.directives.doe.gov/).
- Strong analytical, research and problem-solving skills.
- Effective oral and written communication skills at all assigned levels.
- Ability to work independently or in team environment.
- Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel. Display professional customer service attitude at all times.
- Adhere to fundamental principles of ethical service pursuant to federal, state and local regulations.

- Knowledge of DOE and NRC security guidelines shown through consistent adherence during user support activities, measured by zero security violations during compliance audits.
- Knowledge of shipment logistics coordination processes demonstrated by timely and accurate communication with DOE shippers and carriers, verified by shipment tracking logs and stakeholder feedback.
- Knowledge of computer operations and error handling protocols shown through accurate execution of operating instructions and resolution of machine stoppages, measured by system uptime and documented corrective actions.
Skills:
- Skill in performing application and system testing evaluated through documented test results, identification of defects, and successful resolution prior to deployment.
- Skill in troubleshooting system components demonstrated by reducing downtime and resolving failures within established PWS timelines (e.g., "as needed").
- Skill in monitoring shipments using multiple tracking applications evaluated through accurate log entries and timely alarm responses, verified by DOE compliance checks.
- Skill in help desk support and technical problem resolution demonstrated by maintaining ticket resolution times under 24 hours and achieving ≥90% customer satisfaction scores.
Abilities:
- Ability to diagnose and act on machine stoppage and error conditions measurable by maintaining 99.8% system availability and documenting corrective actions in system logs.
- Ability to follow structured procedures and maintain accurate records, demonstrated by minimal discrepancies and timely corrective actions during audits.
- Ability to coordinate effectively with DOE shippers and carriers measurable by on-time shipment monitoring and positive stakeholder feedback during quarterly reviews.
- Ability to manage multiple administrative and technical tasks demonstrated by timely completion of deliverables and maintaining accuracy standards during quality reviews.
