Pay Range: $85,000 - $110,000 per year
- The Maritime Estimator is responsible for preparing, analyzing, and finalizing comprehensive bids and proposals for new vessel construction and conversion initiatives including surface ship repair and maintenance, aircraft carriers and Columbia-class submarine programs, alongside surface ship repair and modernization efforts. In this role, you will develop detailed cost models, labor forecasts, material take-offs, subcontractor pricing, and production plans to ensure profitable project execution while collaborating closely with the Program and Project Management Team, purchasing, project management, and executive leadership to evaluate new business development opportunities.

Job Description:
- Review customer specifications, drawings, contracts, and technical requirements.
- Develop detailed labor, material, equipment, and subcontractor cost estimates.
- Prepare bid summaries, proposals, and customer submittals.
- Create work breakdown structures and itemized scopes of work.
- Develop labor forecasts, productivity assumptions, budgets, and schedule estimates.
- Solicit and evaluate vendor and subcontractor quotations.
- Compare subcontractor pricing with internal production costs.
- Identify long-lead materials and assist with procurement strategies.
- Prepare pricing for contract modifications and change orders.
- Participate in bid/no-bid evaluations and project risk assessments.
- Work with production and project management to develop execution plans.
- Conduct estimate-turnover meetings following contract awards.
- Use historical cost and production data to improve estimating accuracy.
- Evaluate financial, regulatory, bonding, insurance, and contractual requirements.
Required Qualifications
- Must have a minimum of 5-10 years of commercial marine, shipbuilding, ship-repair, or related estimating experience.
- Must have experience with aircraft carrier and surface ship repair, overhaul, or modernization projects.
- Must have demonstrated experience preparing detailed marine bids, proposals, and cost estimates.
- Must have the ability to read and interpret vessel drawings, specifications, technical documents, and contracts.
- Must have strong understanding of shipyard production processes and vessel-construction methods.
- Must have knowledge of marine vessel systems, structural fabrication, and outfitting.
- Must have working knowledge of U.S. Coast Guard, ABS, and other applicable marine regulatory requirements.
- Must have experience with labor forecasting, material take-offs, vendor quotations, and subcontractor pricing.
- Must have strong analytical, organizational, communication, and problem-solving skills.
- Must have the ability to manage multiple bids, deadlines, and priorities simultaneously.
- Must have proficiency with Microsoft Excel, Word, Outlook, and Project.
Desired Qualifications
- Associate or bachelor’s degree in marine engineering, Naval Architecture, Engineering, Construction Management, Business, or a related field preferred.
- New construction aircraft carrier and Columbia-class submarine experience strongly preferred.
- AutoCAD experience preferred.
- Experience with commercial-vessel construction, passenger ferries, tugboats, or barges preferred.
- Experience with government or federally funded marine projects preferred.
- Experience working with or supporting MARMC, SWRMC, SERMC, and PSNS IMF (Puget Sound Naval Shipyard Intermediate Maintenance Facility) preferred.
- Knowledge of Buy America compliance requirements preferred.
- Contract administration and risk-review experience preferred.
- Marine subcontractor and vendor-management experience preferred.
Security Requirements:
- Must be able to obtain and maintain a DOD security clearance to access military facilities, naval shipyards, private shipyards, and naval installations.
- Must possess or be able to obtain a secret security clearance.
Travel Requirements:
- Occasional travel- less than 25%
- If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.
