Job Description

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Budget Analyst at the NH-0560-3 broadband level, some of your typical work assignments may include:
  • Ensures alignment and traceability of program/case requirements and agency financial execution structure.
  • Manage day-to-day budget execution for assigned program/accounts
  • Creates, reviews, obligates funding documents in accordance with approved spend plans.
  • Analyzes productivity and burn rates across contracts, labor, and travel; actively manage funding structures and review requirements to ensure adequate funding availability.
  • Acts as financial consultant to program managers and stakeholders; prepares financial status reports, analyzes data trends, and advises on funds status to resolve variances or shifting mission priorities.
  • Engages directly with internal/external stakeholders, contracting activities, and foreign partners to align
    financial processes, respond to RFIs, and resolve complex execution issues.
  • Gathers and maintains necessary documentation to support all internal and external audit inquiries

  • Incumbent must obtain/maintain Non-Critical Sensitive/Secret security clearance.
  • This is an acquisition position coded Practitioner in Business, Financial Management. Incumbent must obtain Back to Basics (B2B) certification within 60 months of entry into the position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program. Incumbent must obtain mandatory SC certification within 24 months from entry into the position in accordance with the position's SC certification requirements
  • This position is designated as a security cooperation (SC) workforce position and require certification in accordance with 10 U.S.C. 384, Department of Defense Security Cooperation Workforce Development.
  • This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army. This action is projected to be effective on or about October 1, 2026.
Qualifications

You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS11 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified:
  • Experience supporting financial management execution (Spend plans, funding documents, multiple
    appropriation types, trend analysis), Foreign Military Sales (FMS)/Security Assistance Accounts (SAA) Case
    funding and execution, reviewing Letters of Offer and Acceptance (LOA) and other Foreign Military Sales
    (FMS) financial related activities.
  • Experience in applying SAA and FMS appropriation characteristics, policies, and fiscal law to plan, program, budget, and execute financial resources; using automated data processing concepts in order to coordinate financial activities, ensure compliant documentation and reporting, reconcile and analyze data, and support effective funds execution across multiple partner nations
    and diverse program requirements.
  • Experience working with and/or across functional organizations, stakeholders, and/or federal agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
