Supervisory Contract Price Cost Analyst

Duties

• Serves as a Supervisory Contract Price Cost Analyst of a resident and/or geographic team within a Pricing Group of the Pricing Division.
• Oversees personnel who analyze, evaluate, and negotiate various cost elements for complex proposals.
• Performs proposal cost and price analysis, and technical support to negotiation (TSN) and indirect costs (TSI).
• Provides expertise to Administrative Contracting Officers (ACOs) regarding forward pricing rates and other matters related to indirect costs.
• Develops agency-wide expertise and executing specialized pricing functions enabling and facilitating agile and affordable acquisitions by DoD and its partners.
• Monitors negotiations with the contractor involving rates, technical pricing requirements, and settlement of cost/price issues.

Qualifications

To qualify for a Supervisory Contract Price /Cost Analyst, your resume and supporting documentation must support:

A. Basic Contracting Requirement:

A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees

OR

B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

AND

B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

• Expert knowledge of TSN and TSI (Independent Research and Development (IR&D), Bid and Proposal (B&P) costs, Cost Estimating Relationships (CERs), contractor business base, Cost Reduction Initiatives (CRIs), and facilities costs
• Overseeing the business and industry principles and practices sufficient to review and oversee personnel who analyze, evaluate, and negotiate various cost elements for complex cost proposals.
• Developing and recommending pricing targets to project price trends, economic factors and efficiencies in production for future accounting periods and all phases of the procurement action life cycle.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

• Obligated Position: This is an obligated position and occupancy is subject to the return of former incumbent. If former incumbent fails to return to the position, occupancy may become permanent.
• For current permanent DCMA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE 3 years and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DCMA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE 3 years, and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion.
