Job Description
Blue Sky Innovative Solutions LLC is seeking an experienced Writer - Executive and Operational Support to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). The program will help CISA strengthen how it operates in its role as the National Coordinator for the Security and Resilience of U.S. Critical Infrastructure, translate assessment findings into implementation, and provide the executive and operational support needed to embed improvements into day-to-day operations.
In this role, you will be part of a flexible writing and production team supporting CISA's executive and operational workload. You will draft and revise memoranda, formal letters, background briefs, presentations, leadership packages, SOPs, transition materials, response templates, and other products for senior Government audiences. The work is deadline-driven and requires strong writing ability, rapid learning, discretion, responsiveness, and the judgment to adjust tone and level of detail for different audiences and purposes.
Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 3+ years of relevant professional writing, editing, executive communications, policy, Government correspondence, or operational documentation experience

WHAT YOU'LL DO
- Draft and revise executive correspondence, memoranda, formal letters, background briefs, presentations, leadership packages, and other operational products.
- Develop content for internal briefings, project and implementation materials, SOPs, response templates, desk guides, and recurring operational documents.
- Support development of materials for senior CISA leadership, the White House, Congress, Sector Risk Management Agencies, and other stakeholders as assigned.
- Support Presidential transition briefing materials and binders as required.
- Gather and synthesize source information from analysts, subject-matter experts, policies, prior materials, and stakeholder input into coherent drafts.
- Revise drafts based on reviewer comments while preserving factual accuracy, required messages, and appropriate tone.
- Work with the Technical Writer and Senior Management Analyst to improve clarity, organization, accuracy, consistency, and executive readiness.
- Meet compressed deadlines and manage multiple writing assignments with differing priorities and review cycles.
- Coordinate with the Document Management Specialist to ensure packages are complete, correctly versioned, and ready for routing or final submission.
- Maintain discretion and safeguard sensitive, non-public Government information.
- Contribute to a consistent writing style and reusable templates that improve speed and quality across recurring products.
Required
- 3+ years of professional writing and editing experience involving Government, executive, policy, operational, technical, business, or similarly complex content.
- Demonstrated ability to draft clear, concise, well-organized professional documents from source material, stakeholder input, or incomplete initial content.
- Excellent grammar, writing, editing, proofreading, and document-organization skills.
- Ability to quickly learn unfamiliar subject matter and identify the information needed to produce an accurate draft.
- Strong audience awareness and ability to adjust tone, structure, and level of detail for senior leaders and other stakeholders.
- Ability to receive and incorporate feedback quickly without losing accuracy or intended meaning.
- Strong attention to detail and personal accountability for deadlines and quality.
- Ability to manage multiple assignments, shifting priorities, and compressed review cycles.
- Sound judgment, professionalism, and discretion when handling sensitive information or leadership products.
- Collaborative working style and ability to coordinate effectively with analysts, subject-matter experts, editors, and document-management personnel.
- Proficiency with Microsoft Word and PowerPoint.
- Ability to work on-site in Arlington, Virginia, as required and successfully complete Client personnel security and fitness processing.
- Experience writing for Federal senior executives, executive secretariats, headquarters organizations, policy offices, or national security organizations.
- Experience drafting executive correspondence, Congressional materials, decision briefs, background papers, SOPs, or interagency materials.
- Experience with Client, CISA, cybersecurity, critical infrastructure, emergency management, or national security topics.
- Experience working in a high-volume correspondence or task-management environment.
- Relevant writing, communications, journalism, English, public policy, or similar education or training.
- Recent favorable Client Fitness Determination.
