Job Description
Blue Sky Innovative Solutions LLC is seeking an experienced Management Analyst - Implementation to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). The program will help CISA strengthen how it operates in its role as the National Coordinator for the Security and Resilience of U.S. Critical Infrastructure, translate assessment findings into implementation, and provide the executive and operational support needed to embed improvements into day-to-day operations.
In this role, you will help convert assessment findings and operating-model recommendations into practical implementation activities. You will develop work packages, support working sessions, analyze implementation issues, help develop guidance and performance measures, and track progress so approved changes move from recommendation into operation. This role is well suited for an analyst who can combine structured analysis with strong facilitation, writing, organization, and follow-through.
Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 3+ years of relevant management analysis, organizational transformation, implementation, process improvement, or Federal program analysis experience

WHAT YOU'LL DO
- Translate approved assessment findings and transformation recommendations into actionable implementation work packages, plans, milestones, and supporting materials.
- Support facilitation of working sessions across CISA and with Sector Risk Management Agencies to develop or refine operating and reporting procedures.
- Analyze implementation requirements, dependencies, stakeholders, risks, decisions, and readiness considerations.
- Support development of guidance that clarifies CISA National Coordinator roles, responsibilities, operating practices, and coordination expectations.
- Support development and refinement of Key Performance Indicators (KPIs), measures, and evidence needed to assess implementation progress and effectiveness.
- Maintain implementation trackers and other management tools that provide clear visibility into actions, owners, milestones, dependencies, decisions, and status.
- Prepare meeting materials, analyses, decision-support products, implementation updates, and executive-ready summaries.
- Coordinate with assessment, implementation, and operational support personnel to ensure implementation reflects current evidence and approved decisions.
- Identify emerging issues or barriers, develop practical options, and elevate matters requiring senior attention or Government decision.
- Support quality review of implementation plans, guidance, trackers, and related work products for clarity, consistency, and completeness.
Required
- 3+ years of progressively responsible experience in management analysis, organizational transformation, implementation, process improvement, program analysis, or a closely related field.
- Experience helping translate recommendations, findings, policy, or strategy into implementation plans, work packages, procedures, or operational changes.
- Experience coordinating work across multiple stakeholders, functions, or organizational boundaries.
- Strong analytical skills and the ability to identify dependencies, risks, gaps, and practical next steps.
- Strong facilitation and meeting-support skills, including the ability to capture decisions, clarify actions, and keep work moving.
- Strong written communication skills and ability to develop concise, accurate, executive-ready materials.
- Strong organization and follow-through, with the ability to manage multiple actions and deadlines at the same time.
- Ability to work effectively with senior leaders, subject-matter experts, and peers in a fast-moving environment.
- Comfort with ambiguity and the judgment to seek clarification when needed while continuing productive work.
- Collaborative working style, intellectual curiosity, and willingness to test assumptions and incorporate new evidence.
- Ability to work on-site in Arlington, Virginia, as required and successfully complete Client personnel security and fitness processing.
- Experience supporting Federal organizational transformation or implementation initiatives.
- Experience with Client, CISA, critical infrastructure, cybersecurity, national security, or another complex Federal mission environment.
- Experience developing KPIs, implementation roadmaps, action trackers, governance materials, or operating procedures.
- Experience facilitating cross-functional workshops or working sessions.
- Relevant business analysis, change management, Lean Six Sigma, Agile, or project management training or credentials.
- Recent favorable Client Fitness Determination.
