Job Description
Blue Sky Innovative Solutions LLC is seeking an experienced Technical Writer to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). The program will help CISA strengthen how it operates in its role as the National Coordinator for the Security and Resilience of U.S. Critical Infrastructure, translate assessment findings into implementation, and provide the executive and operational support needed to embed improvements into day-to-day operations.
In this role, you will develop and refine executive-level products that help CISA communicate, implement, and sustain changes to its operating model. You will write and edit memoranda, briefings, guidance, Standard Operating Procedures (SOPs), desk guides, implementation materials, and other high-visibility products for senior Government audiences. You will also provide editorial quality control across the operational support team and help convert approved transformation decisions into clear, usable documentation.
Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 5+ years of relevant technical, policy, executive, procedural, or Federal writing and editing experience

WHAT YOU'LL DO
- Draft, revise, and edit executive memoranda, briefings, guidance, SOPs, desk guides, implementation materials, correspondence, and other operational documents.
- Translate complex analytical, operational, policy, and organizational information into clear language appropriate for senior Government audiences.
- Help codify approved operating-model changes into durable procedures, guidance, templates, and supporting documentation.
- Develop and refine materials for the White House, Congress, Sector Risk Management Agencies, senior CISA leadership, and internal stakeholders as assigned.
- Support development of Presidential transition briefing materials and binders.
- Edit products for organization, logic, clarity, concision, tone, grammar, consistency, and audience appropriateness.
- Work with subject-matter experts and analysts to identify missing information, clarify technical or policy content, and resolve inconsistencies without changing substantive meaning.
- Establish and apply consistent editorial standards, templates, terminology, and document conventions across recurring products.
- Provide quality review of high-visibility products before formal review, concurrence, or submission.
- Coordinate closely with Writers, the Senior Management Analyst, Document Management Specialist, and Project Manager to meet compressed deadlines and package requirements.
- Maintain discretion and appropriate handling of sensitive, non-public Government information.
Required
- 5+ years of progressively responsible professional writing and editing experience involving technical, policy, procedural, executive, Government, or similarly complex content.
- Demonstrated ability to write and substantially edit executive-level memoranda, briefings, guidance, SOPs, reports, correspondence, or comparable products.
- Exceptional command of grammar, structure, organization, clarity, tone, and concise professional writing.
- Ability to rapidly understand unfamiliar subject matter and translate complex information into accurate, readable products for non-technical and senior audiences.
- Strong editorial judgment and ability to improve clarity while preserving substantive intent.
- Ability to work collaboratively with subject-matter experts, analysts, and senior stakeholders and tactfully resolve unclear or conflicting input.
- Strong attention to detail and disciplined quality-control habits.
- Ability to manage multiple writing assignments and compressed deadlines without sacrificing accuracy or quality.
- Professional discretion and sound judgment when handling sensitive information and senior-leadership products.
- Advanced proficiency with Microsoft Word and PowerPoint.
- Ability to work on-site in Arlington, Virginia, as required and successfully complete Client personnel security and fitness processing.
- Experience writing or editing for Federal senior executives, headquarters organizations, executive secretariats, policy offices, or national security organizations.
- Experience developing SOPs, policy or guidance documents, executive correspondence, Congressional materials, or interagency briefings.
- Experience with Client, CISA, cybersecurity, critical infrastructure, emergency management, or national security topics.
- Experience establishing editorial standards, templates, style guides, or document quality-control processes.
- Relevant writing, editing, communications, or technical communication degree or professional credential.
- Recent favorable Client Fitness Determination.
