The Ground Systems & Services (GSS) Strategic Business Unit is responsible for driving business growth in the ground systems development, operations & sustainment, and technical services markets. This business unit focuses on designing, building, and integrating ground systems in support of air and space-based assets, providing operational support for mission platforms and instruments, and offering scientific and engineering expertise to our customers.

We are seeking an experienced leader to guide the contracts function within the Ground Systems & Services (GSS) business unit. This role is responsible for leading and developing a team of Contracts Management professionals, including the mentorship of experienced specialists and emerging leaders.
The successful candidate will act as a key advisor for proposals and programs, ensuring that the GSS business unit achieves its growth and delivery goals through strategic contractual leadership and strict adherence to BAE Systems policies, the Federal Acquisition Regulations (FAR), and customer requirements.

What You'll Do:

  • Lead and develop the activities of the GSS Contracts Management staff, including hiring, supervising, and coaching a team of professionals.
  • Provide mentorship and guidance to experienced specialists and emerging leaders within the function to build a high-performing team.
  • Establish and maintain effective working relationships within the department, SBUs, and Strategic Capabilities Units to foster a positive and productive work environment.
  • Oversee the contractual execution of programs specifically within the Ground Systems & Services (GSS) portfolio, ensuring alignment between business goals and contractual obligations.
  • Provide actionable insights to GSS leadership to support the achievement of financial and contractual targets.
  • Manage the application of Stock Order Agreements (SOA) and Authorizations to Work at Risk (AWAR).
  • Serve as a trusted advisor to GSS senior leadership for long-range planning and contractual performance analysis.
  • Support the preparation of contractual aspects of GSS Program Performance Reviews (PPR), Internal Business Reviews (IBR), and the quarterly Estimate at Completion (EAC) process.
  • Coordinate and provide leadership for internal and external contractual audits across the GSS business unit.
  • Ensure all proposals and submitted estimates are compliant with regulatory requirements and conducted in accordance with BAE Systems SMS best practices.
  • Provide contractual guidance to program teams to help maintain GSS financial commitments.
  • Ensure the consistent application of company-wide policies within GSS and identify opportunities for functional process improvements.
  • Conduct business and technical briefings for senior management and external representatives.
  • Collaborate with leadership to ensure contractual decisions support the long-term success of GSS work processes and outcomes.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Working Conditions:
  • Work is performed in an office environment, laboratory, cleanroom, or production floor.

Short Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.

Required Education, Experience, & Skills
  • BS/BA in a related field plus 12 or more years related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • A current Department of War Secret security clearance is required with the ability to obtain and maintain TS/SCI.
  • 6 or more years of previous managerial/supervisory experience.
  • Domain Expertise:
    • Experience working on large-scale Department of War production and services programs.
    • Strong understanding of typical contract requirements, processes, and the Federal Acquisition Regulation (FAR) and related supplements.
  • Excellent communication and consultative experience working across multiple boundaries at senior management and executive levels. Strong organizational and team-building skills.

Preferred Education, Experience, & Skills
  • Experience proposing, negotiating, and managing contracts for ground development programs, specifically those involving complex system design, integration, and testing.
  • Experience proposing, negotiating, and managing integrated space systems contracts, including space/ground integration, operations, and sustainment.
  • Experience navigating and negotiating pseudo-commercial arrangements and commercial-style agreements within a government framework.
  • Experience proposing, negotiating, and managing OTAs.
  • Experience specifically within the ground systems development, operations, or sustainment markets.


Pay Information
Full-Time Salary Range: $157911 - $268449

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
