Spiral Solutions & Technologies, Inc. (SS&T) is seeking an Analysis, Evaluation, Assessment, and After-Action Reporting/Lessons Learned Subject Matter Expert (SME) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).

This position provides on-site analysis, evaluation, assessment, after-action reporting, and lessons learned support for USSTRATCOM joint exercises, training events, wargames, and directed real-world events. The selected candidate will collect and analyze event data and observations, facilitate after-action reviews and hotwashes, develop actionable issues and validated lessons learned, and support issue tracking, resolution, and senior-leader reporting. This is the five-year experience FTE within the two-person Analysis, Evaluation, Assessment, and After-Action Reporting/Lessons Learned SME requirement.

Security Clearance Requirements

This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.

Requirements
Required Qualifications

• At least 5 years of demonstrated relevant recent experience supporting analysis, evaluation, assessment, after-action reporting, and/or lessons learned requirements for joint exercises, training events, wargames, or operational events.

• Demonstrated experience collecting, documenting, evaluating, analyzing, and synthesizing observations and issues into actionable findings, reports, and recommendations.

• Demonstrated experience facilitating or supporting After-Action Reviews, hotwashes, lessons-learned reviews, and other event debrief processes.

• Experience preparing after-action reports, technical reports, quick-look reports, briefing materials, validated lessons-learned products, and issue-resolution products.

• Understanding of requirements contained in the CJCS 3500 series Joint Training documents, SI 508-3, and SI 509-1, After Action, Issue Solution/Resolution, and Lessons Learned Program.

• Experience supporting the Joint Training System and/or exercise assessment processes, including collection planning, observation management, issue development, and corrective-action tracking.

• Demonstrated ability to prepare clear, concise, and well-structured oral presentations and written correspondence for General/Flag Officers, senior civilian personnel, and other decision-makers.

• Experience using Government-approved lessons learned, exercise management, issue-tracking, or dashboard applications; familiarity with JTT, lessons-learned dashboards, or comparable tools is required.

• Ability to coordinate with USSTRATCOM directorates, Components, other Combatant Commands, Services, Joint Staff organizations, interagency partners, and other Government agencies.

• U.S. citizenship required.

• Active Top-Secret security clearance with eligibility for SCI, NC2/ESI, and SAP access, required prior to commencement of work.

Preferred Qualifications

• Prior experience supporting USSTRATCOM, another Combatant Command, Joint Staff, Service Headquarters, or Major Command exercise, training, assessment, or lessons-learned programs.

• Experience serving as an exercise observer/trainer, evaluator, assessor, facilitator, data collector, or member of an Exercise Control Group.

• Experience with Joint Training Tool administration, lessons-learned dashboard administration, issue-management workflows, user training, and historical trend analysis.

• Familiarity with the Joint Event Life Cycle, Master Scenario Event List processes, Joint Exercise Control Group operations, and Command Post Exercise, Field Training Exercise, Tabletop Exercise, or wargame execution.

• Experience supporting senior-leader briefings, issue-resolution boards, capability-gap analysis, or corrective-action management.

• Experience using data visualization, dashboard, analytics, artificial intelligence, or machine-learning tools to support analysis of exercise observations and readiness issues.
