Serco is seeking an experienced Program Manager, Environmental Laboratory Services to provide leadership, technical oversight, and operational management for multidisciplinary environmental science and laboratory support program in Fort Meade, Maryland .
Serco supports EPA laboratories and environmental programs across the United States through the Environmental Services Assistance Team (ESAT) contract. Our scientists, chemists, technicians, quality assurance professionals, and program managers provide technical support for environmental monitoring, analytical chemistry, field investigations, emergency response, ecological assessments, data management, and qua lity assurance activities.
Supporting locations throughout the country, our teams help EPA address some of the nation's most complex environmental challenges involving air, water, soil, waste, and biological contaminants. Through scientific excellence and operational efficiency, we support EPA's mission to safeguard communities and natural resources.

In this role, you will:
- Provide overall leadership, direction, and management of EPA laboratory and scientific support programs.
- Manage multidisciplinary teams of scientists, chemists, technicians, quality assurance personnel, and subcontractors.
- Serve as the primary interface between Serco leadership and EPA customers.
- Ensure technical quality, regulatory compliance, and adherence to contractual requirements.
- Oversee project planning, staffing, scheduling, resource allocation, and risk management activities.
- Develop and manage program budgets, forecasts, and financial performance metrics.
- Monitor contract performance indicators and implement continuous improvement initiatives.
- Support recruitment, onboarding, training, mentoring, and professional development of staff.
- Lead preparation and delivery of technical, operational, and financial reports.
- Coordinate laboratory operations supporting environmental sample analysis utilizing EPA analytical methods.
- Foster strong customer relationships and promote a culture of safety, quality, and operational excellence.
- Support business development activities, proposal preparation, and transition planning for new opportunities.
To be successful in this role, you will have:
- Bachelor's degree in Chemistry, Environmental Science, Biology, Engineering, or related scientific discipline.
- Minimum 10 years of experience supporting environmental laboratory operations, environmental programs, or scientific services contracts.
- Minimum 5 years of experience managing technical teams, environmental laboratories, or scientific support organizations with multiple direct reports.
- Demonstrated experience managing federal government contracts and customer relationships.
- Experience developing and managing budgets, forecasts, and program financial performance.
- Working knowledge of EPA analytical methods and environmental regulatory programs.
- Experience implementing quality assurance systems and performance measurement programs.
- Strong leadership, organizational, written, and verbal communication skills.
- Ability to obtain and maintain EPA Public Trust suitability requirements.
- Valid driver's license and willingness to travel as required.
Additional desired experience and skills:
- Advanced degree in Chemistry, Environmental Science, Engineering, or related discipline.
- Project Management Professional (PMP) certification.
- Experience supporting EPA ESAT, CLP, EXES, Regional Laboratory, or Superfund programs.
- Experience with environmental analytical chemistry including inorganic, organic, and emerging contaminants.
- Familiarity with Laboratory Information Management Systems (LIMS).
- Experience managing geographically dispersed teams and multiple laboratory locations.
- Experience overseeing subcontractors and teaming partners.
- Knowledge of Quality Assurance Project Plans (QAPPs), Sampling and Analysis Plans (SAPs), and EPA quality systems.
- Experience supporting business development, proposal management, and personnel recruitment.
- HAZWOPER certification or related environmental health and safety training.
