General Summary:
Precision Talent Solutions is supporting a client in their search for a Construction Quality Control Manager. This position is responsible for leading quality control activities across federal construction projects throughout the Greater Baltimore and Washington, DC Metro area. The Construction Quality Control Manager will oversee project quality from mobilization through closeout, ensuring construction activities comply with contract documents, project specifications, UFC requirements, and applicable federal standards. Working closely with Project Managers, Superintendents, subcontractors, and federal clients, this individual will manage the three-phase quality control process, project documentation, inspections, testing, commissioning, and closeout requirements while supporting the safe, timely, and successful delivery of complex federal construction projects. This position is based out of Hanover, Maryland, with regular travel to project sites throughout the region.
Responsibilities:
Ensure construction activities comply with project plans, specifications, UFC requirements, contract documents, and applicable federal quality standards.
Lead and manage the three-phase quality control process, including preparatory, initial, and follow-up inspections and required documentation.
Review construction submittals for compliance with project specifications and drawings and maintain the project submittal register.
Perform regular quality control inspections of material deliveries, ongoing construction activities, mock-ups, and completed work.
Identify construction deficiencies, document findings, and coordinate corrective actions with project teams and subcontractors.
Maintain accurate quality control daily reports, project documentation, inspection records, and field records.
Manage submittal procedures and coordinate with internal project leads, subcontractors, trades, and government representatives.
Coordinate and oversee third-party testing and inspections in collaboration with project superintendent staff.
Coordinate and lead project commissioning activities.
Lead project closeout requirements, including warranties, O&M manuals, equipment and property logs, and other required documentation.
Support certified payroll reporting and other federal project documentation requirements.
Coordinate subcontractors, suppliers, and field personnel to maintain project schedules, quality standards, and productivity.
Participate in regular site meetings and communicate project requirements and expectations to subcontractors, trades, and government representatives.
Review construction drawings, specifications, and contract documents with subcontractors and project teams.
Monitor project quality progress and proactively identify potential issues that could affect schedule, cost, or successful project delivery.
Ensure subcontractor project-specific safety plans comply with OSHA and USACE EM 385-1-1 requirements.
Promote a proactive safety culture and immediately address unsafe conditions identified on project sites.
Serve as a trusted field representative and build strong working relationships with Owners, Contracting Officers, CORs, Quality Assurance personnel, subcontractors, and other project stakeholders.
Communicate project progress, challenges, corrective actions, and solutions professionally and proactively.
Support successful project turnover and closeout activities.
Qualifications:
Bachelor’s degree required
Minimum 10+ years of experience as a Construction Quality Control Manager on commercial or federal construction projects
Experience managing Quality Control on federal construction projects for USACE, DoD, NAVFAC, GSA, or similar federal customers required
Valid USACE/NAVFAC Construction Quality Management (CQM/QCM) Certification required
Working knowledge of federal construction management systems including RMS, WebCM, Kahua, or similar systems
Demonstrated experience coordinating multiple subcontractors and construction trades
Strong understanding of commercial building systems including architectural, HVAC, federal electrical construction and/or power plant, plumbing, fire alarm, and fire suppression systems
Ability to read and interpret construction drawings, specifications, and contract documents
Experience with federal three-phase quality control procedures, construction submittals, inspections, testing, commissioning, and project closeout
Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and related applications
Proficiency with Bluebeam or similar PDF editing software
Strong leadership, communication, organization, problem-solving, and stakeholder management skills
Ability to manage subcontractors effectively while maintaining productive working relationships
Ability to operate successfully in fast-paced federal construction environments and proactively identify issues before they impact project schedule or budget
Valid driver's license required
U.S. citizenship required
Fluency in written and spoken English required
Ability to obtain and maintain access to federal and military installations
OSHA training preferred
Security clearance or ability to obtain one preferred
Experience working within an SBA 8(a) federal contracting environment preferred
Existing relationships with subcontractors and suppliers throughout the Mid-Atlantic region preferred
Experience managing occupied renovations and secure government facilities preferred
Ability to travel to project sites throughout the Greater Baltimore and Washington, DC Metro area
Ability to meet the physical requirements associated with active construction sites, including extended periods of standing and walking and lifting approximately 40 pounds
Availability for occasional overnight work or work outside normal project hours as required
Ability to successfully complete required background investigation and pre-employment screening requirements.
