Job Description
SPAARK, Inc. is seeking an experienced Project Manager to oversee contractor activities supporting the Cybersecurity and Infrastructure Security Agency (CISA). This individual will serve as the primary point of contact for government stakeholders and will be responsible for project execution, team leadership, strategic planning, performance management, and contract deliverables.
Responsibilities:
-Serve as the primary point of contact for the Contracting Officer and COR.
-Lead and oversee project personnel, activities, schedules, and deliverables.
-Support strategic planning, organizational performance management, and business process improvement initiatives.
-Develop and analyze key performance indicators (KPIs) and organizational performance data.
-Prepare executive-level reports, briefings, and recommendations.
-Lead cross-functional teams and facilitate stakeholder collaboration.
-Evaluate organizational policies, strategic plans, governance frameworks, risks, and performance improvement initiatives.
-Ensure project requirements are completed on schedule and in accordance with contract requirements.
Qualifications:
-Master’s degree in public administration, Strategy, Economics, Finance, or a related field.
-Minimum 7 years of supervisory experience.
-Minimum 7 years of experience supporting Operations and Planning requirements of similar size and scope.
-Current Project Management Professional (PMP) certification.
-Experience with strategic planning, performance management, business process improvement, and performance measurement.
-Strong project management, technical writing, leadership, and stakeholder engagement skills.
-Experience communicating complex findings and recommendations to senior leadership.
-Proficiency with Microsoft Office, Power BI, SharePoint, and SQL.
