Job Description

GovCIO is seeking an accomplished Senior Vice President (SVP) to lead a major business unit supporting the Department of Veterans Affairs-primarily VBA and NCA. The SVP is responsible for business-unit leadership, delivery excellence, client relationships, people leadership, growth strategy, and full P&L ownership.

This leader reports to the VETS Sector President and operates with an enterprise mindset-advancing outcomes for Veterans, VA, GovCIO, and our people.

This position will be fully remote with occasional travel to VA sites, GovCIO offices, or partner locations as needed.

Responsibilities

Delivery & Operational Excellence
  • Own executive accountability for performance across all programs, including quality, schedule, cost, staffing, contractual compliance, security, risk, and client satisfaction.
  • Establish predictable operating rhythms to surface program health, risks, financial performance, dependencies, and decisions early.
  • Ensure commitments are baselined, clearly defined, and supported by proper funding, staffing, requirements, and client alignment.
  • Identify risks early and intervene before issues escalate.
  • Lead recovery of challenged programs until stabilized.
  • Foster integrity, transparency, discipline, and alignment with client expectations.
Client Leadership
  • Build trusted relationships with senior VA executives, program leaders, contracting officials, and mission stakeholders.
  • Develop deep understanding of client priorities, mission needs, and organizational dynamics.
  • Communicate openly, directly, and constructively when expectations, scope, funding, or schedule require alignment.
  • Position GovCIO as a reliable mission partner.
  • Coordinate client engagement across GovCIO to present one aligned company.
  • Protect trust by avoiding overcommitment and addressing issues transparently.
Growth & Market Position
  • Lead strategy to retain existing work, grow current scope, and win new opportunities.
  • Maintain a qualified pipeline aligned to VA priorities, GovCIO capabilities, long-term goals, and financial targets.
  • Identify opportunities to expand impact by connecting capabilities and insights across business units.
  • Partner with growth, capture, finance, solutioning, contracts, and operations throughout the BD lifecycle.
  • Provide executive leadership for recompetes, captures, proposals, orals, and client shaping.
  • Ensure growth goals are measurable, realistic, and supported by clear owners and plans.
Financial & P&L Leadership
  • Own revenue, gross profit, contribution, and investment strategy for the business unit.
  • Deliver accurate forecasts with clear assumptions, risks, and corrective actions.
  • Manage staffing, utilization, pricing, subcontractors, indirect spend, delivery margin, and cost controls.
  • Maintain program-level and portfolio-level financial insight.
  • Ensure financial choices never compromise contract integrity, delivery quality, or GovCIO's reputation.
Executive & Organizational Leadership
  • Lead, develop, and hold accountable vice presidents and senior program leaders.
  • Establish clear roles, decision rights, expectations, and accountability.
  • Empower leaders while maintaining appropriate executive oversight.
  • Build leadership depth, continuity, and succession plans.
  • Attract and retain leaders who demonstrate integrity, collaboration, and people-focused leadership.
Enterprise Collaboration & One-GovCIO Leadership
  • Operate as an enterprise leader first, business-unit leader second.
  • Prioritize mission outcomes and GovCIO's overall success.
  • Share capabilities, talent, insights, lessons learned, and resources across business units.
  • Build integrated approaches to VA priorities spanning multiple administrations and portfolios.
  • Challenge silos and resolve cross-unit issues constructively.
  • Support enterprise needs beyond the business unit.
  • Ensure internal structure never becomes a client burden.


Qualifications

Required Qualifications
  • 15+ years of senior leadership experience managing large federal programs or portfolios, ideally VA-related.
  • Proven executive client engagement with senior government leaders.
  • Demonstrated success in multi-program delivery with full P&L ownership.
  • Experience driving growth, leading captures, and shaping client strategy.
  • Strong financial acumen (programs and portfolios >$100M).
  • Exceptional communication, executive presence, and decision-making skills.
  • Ability to collaborate across complex organizations and lead with an enterprise mindset.


Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred Qualifications
  • Direct VA experience with VBA, NCA, VHA, OEI, or VA enterprise programs.
  • Experience leading business units within federal contracting organizations.
  • Background in federal modernization, digital transformation, or mission-critical delivery.

USD $350,000.00 - USD $365,000.00 /Yr.
