Safety and Occupational Health Manager

Duties

• Ensures safety review and risk assessment of public health command operation plans/policies to provide technical advice and incorporate safety countermeasures.
• Assists in the development of safety policies, procedures and guidelines, and provides technical safety and occupational health guidance on training, facility design, contractor monitoring, risk assessments and other safety issues.
• Independently schedules and conducts surveys/ inspections/assessments/staff assistance visits of public health command operations.
• Serves as Public Health Command - Pacific and its Veterinary Readiness Activity's technical authority for all safety and occupational health issues.
• When necessary, investigates fatalities and serious accidents and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, and autopsy and pathology reports.

• Position requires employee to work under adverse environmental conditions.
• Within 12 months of hire, incumbent must complete the CP-12 level 1 skills outlined in the 0018 job series master training plan.
• Temporary Duty (TDY) travel may be required up to 25%.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
• In accordance with AR 690-11, this position has been designated as "Emergency-Essential".
• In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position is TERM NTE 4 years. A 1 year trial period may be required.

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 4 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes conducting risk assessments in work environments; identifying safety hazards in facilities; identifying safety issues in construction projects; and investigating safety incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
