PUBLIC HEALTH SPECIALIST

Duties

SUMMARY: The primary purpose of this position is: To provide an experienced public health specialist performing a wide variety of projects involving analysis, reporting, education and awareness, disease management, prevention and readiness, etc.; in support of the organization's public health and occupational health programs within the 482ND FW and its tenants. Provides technical direction for projects, studies, reporting, training, and actions to several enlisted RMU technicians and provides substantive recommendations to the Chief of Bioenvironmental Engineering/Public Health (BE/PH) office as the public health specialist.

DUTIES:

• Analyzes, evaluates, coordinates and responds to various aspects of the base public health, occupational health, and emergency programs including Population Health, Epidemiology, Sexually Transmitted Disease Control and Prevention, Tuberculosis Control and Prevention, Rabies Exposure Surveillance, Deployment Medicine, Deployment Health Surveillance, Immunization , Blood borne Pathogen Exposure Control, Tuberculosis Exposure Control, Disaster Response, Reproductive Hazard Assessment, Occupational Illness and Injury Investigation and Remediation programs, Food Safety programs, Facility Sanitation programs, and Occupational Safety and Health Administration (OSHA) compliance.
• Plans, develops, and administers Public Health programs through the Chief of BE/PH for wing organizations served by the RMU, ensuring that flight programs comply with legal and regulatory requirements.
• Represents the Public Health Office with a variety of installation and functional area organizations.
• Perform equipment maintenance and operational checks as necessary.

• At minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for theGS-0601 occupational series must be met
• A bachelor's degree in biology, microbiology, chemistry, physics, or applied science in the medical field is highly desirable
• A master's degree in public health (MPH/MSPH) or epidemiology (MS) is highly desirable; or higher-level degree such as a PhD in a related scientific field or doctorate in Veterinary Medicine or Medical Doctorate
• May be required to work extended and/or irregular hours during exercises or contingency situations
• Must be able to obtain and maintain a secret clearance
• This is a Mission Essential (ME) position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
• This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Medical and Healthcare, Series 0601 + IOR.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and ability applicable to a wide range of public health biological science duties; and the skill to modify standard practices and adapt study procedures or techniques to solve a variety of complex problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of other related health program disciplines; and conduct medical data collection, statistical analysis, reporting, and provide community awareness for the purpose of disease management and prevention. In-depth knowledge of public health regulations and operating procedures to advise the medical treatment facility commander of appropriate control measures for communicable diseases or conditions of public health significance. In-depth knowledge of the principles, concepts, and methodologies of public health including types of communicable diseases, epidemiology, preventive medicine techniques, bacteriology, disease transmission to man, and community environment characteristics. EDUCATION: I have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work). NOTE: You must submit copies of your official transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required, BUT I am also working towards 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work). Therefore, I have a combination of experience and education. This education must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Professional knowledge of accepted public health program principles, practices, techniques, and procedures to effectively perform project development, execution, statistical analysis, training, and advisory services.

Knowledge of regulations and standards of regulatory and credentialing groups and directives including requirements for accreditation promulgated by the, Air Force Occupational Safety and Health Program, the Food and Drug Administration (FDA), United States Department of Agriculture (and World Health Organization counterparts), Department of Defense Health Affairs, Air Force Special Operations Command (AFSOC) and HQ U.S. Air Force; or equivalent knowledge.

Knowledge of regulations and standards of regulatory and credentialing groups and directives including requirements for accreditation promulgated by the, Air Force Occupational Safety and Health Program, the Food and Drug Administration (FDA), United States Department of Agriculture (and World Health Organization counterparts), Department of Defense Health Affairs, Air Force Special Operations Command (AFSOC) and HQ U.S. Air Force; or equivalent knowledge.

Knowledge of the principles, concepts, and methodologies of public health including communicable diseases, foreign diseases and their prevention, preventive medicine techniques, epidemiology, occupational safety and health, community environment, bacteriology, microbiology, laboratory techniques, diseases transmissible to man, biophysics, basic anatomy and physiology, medical administration, food and water safety and security, medical intelligence sources, biological warfare/terror agent detection and prevention, and disaster response.

Knowledge of safety and security regulations, practices, procedures, and investigative processes related to public health and occupational standards and requirements.

Skill in gathering and analyzing data, delivering briefings, and making recommendations based on complex and diverse data.

Knowledge of basic PC/small office computer skills and ability to learn new applications/programs used within the health care field. Ability to effectively use word processing, spreadsheets, and presentation materials and charts/graphs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
