Position Overview
We are seeking a Senior Program Analyst to support aircraft modifications and retrofits for NAVAIR’s H-53 Heavy Lift Helicopters Program Office (PMA-261). This role supports upgrades to fielded aircraft, including CH-53E sustainment improvements and CH-53K configuration changes, by aligning engineering documentation, kits, installation schedules and funding with fleet needs.
Responsibilities
- Plan and track H-53 retrofit and modification efforts, including aircraft applicability, installation status, cost, schedule and performance.
- Manage the review, routing and tracking of Engineering Change Proposals (ECPs), Technical Directives (TDs) and associated configuration documentation through program-office processes.
- Maintain Integrated Master Plans (IMPs) and Integrated Master Schedules (IMSs), identifying dependencies among design, test, procurement, kit delivery and installation.
- Coordinate with engineering, logistics, contracting, fleet and depot stakeholders to resolve documentation, material and aircraft-availability constraints.
- Develop business-case analyses and recommendations addressing affordability, readiness benefits, execution risks and implementation alternatives.
- Prepare modification-status reports and track actions through implementation and documentation closeout.
Required Qualifications
- MA or MS degree.
- More than 10 years of experience performing program, project or management analysis duties relevant to this position.
- Secret Clearance
Desired Qualifications
- At least five years of demonstrated combined experience in DoD program management of aircraft retrofits and modifications.
- Advanced proficiency in, or understanding of, DoD contracts, IMPs, IMSs and business-case analysis and development.
- Demonstrated experience managing, reviewing and tracking ECPs, TDs and other program documentation associated with modification and retrofit of fleet aircraft.
