The Project Engineering Manager is a technical leader responsible for delivering the full project engineering discipline to technical projects and for developing a high‑performing section of project engineers. This role aligns section resources to program and portfolio needs, ensures rigorous application of technical management processes, and drives continuous improvement in how engineering work is estimated, planned, executed, and controlled. The Project Engineering Manager operates at the intersection of engineering, project management, and people leadership to ensure projects meet scope, schedule, budget, and quality objectives while growing the capabilities of the team.

The Project Engineering Manager is a technical leader responsible for delivering the full project engineering discipline to technical projects and for developing a high‑performing section of project engineers. Responsibilities
- Provide the project engineering discipline to supported programs/projects, tailored to project size and complexity.
- Coordinate and staff resources to meet current and forecasted project demand; assign project engineers to appropriate roles and balance workload across the section.
- Monitor performance (cost, schedule, quality, capacity/utilization) and drive corrective or improvement actions where needed.
- Implement and maintain engineering management systems, tools, and standard processes; ensure compliance with department and organizational procedures.
- Lead career and performance development for section members, including competency assessments, development plans, and mentorship in technical leadership and project execution.
- Support front‑end business activities by contributing to technical proposals, engineering estimates, and resource forecasts.
Qualifications
Education
- Bachelor's degree in Engineering (Mechanical, Electrical, Software, Systems, or related field) required.
- Advanced degree in Engineering, Systems Engineering, Engineering Management, or related discipline preferred.
- 15+ years of engineering and/or technical project management experience in a multi‑disciplinary environment.
- Demonstrated experience in project engineering or systems engineering roles involving estimation, planning, and technical leadership.
- Prior experience leading or managing engineers (formal or informal).
- Experience supporting or leading technical proposals and engineering basis‑of‑estimate (BOE) development.
- Solid understanding of systems and software engineering life cycle and technical management processes (aligned with ISO/IEC/IEEE 15288).
- Proficiency with Microsoft Office and Microsoft Project; experience with risk management tools.
- Experience with collaboration and configuration/information management tools (e.g., Azure DevOps, Jira, Windchill, GitHub or equivalent).
- Ability to integrate mechanical, electrical, software, and manufacturing engineering inputs into cohesive technical plans.
- Must be able to obtain and maintain a secret clearance (US Citizenship required).
- Proven ability to lead, develop, and mentor engineers at multiple levels.
- Strong decision‑making and problem‑solving skills, including trade studies and cost‑benefit analysis.
- Excellent written and verbal communication skills with the ability to engage stakeholders at different levels.
- Ability to manage multiple priorities while balancing business needs with team development.
- Demonstrated accountability, ownership, and integrity in managing commitments, budgets, and schedules.
