Responsibilities

We are seeking a Technical Program Manager to own requirements, planning, sequencing, and execution reporting across the CTO organization's technical portfolio. This is a hybrid work position with our office located in Reston, VA. This individual will partner with engineering, solution integration, delivery, and growth teams to bring a single operating rhythm to a multi-team roadmap spanning AI teammate deployments, reusable skills, and platform investment. The Technical Program Manager will be instrumental in converting technical ambition into committed dates, visible dependencies, and executive-ready reporting.

Responsibilities:
  • Own intake, prioritization, and sequencing of technical work across the engineering and solutions and delivery groups.
  • Build and maintain the technical roadmap, including milestones, dependencies, owners, and committed dates.
  • Manage the agentic workforce deployment schedule across internal teams and customer programs.
  • Track cross-team dependencies, risks, and blockers; drive them to resolution and escalate when they stall.
  • Run the recurring design review, sprint, and demonstration cadence.
  • Maintain a single consolidated portfolio view across all active technical efforts.

Delivery Governance:
  • Establish intake and change control so new work is prioritized rather than absorbed.
  • Define and track delivery metrics including cycle time, throughput, and schedule variance.
  • Coordinate with program managers to align internal technical milestones with customer commitments.
  • Partner with the Principal Engineer to keep technical direction and delivery schedule in step.
  • Identify capacity constraints early and recommend resequencing or staffing adjustments.

Reporting & Communication:
  • Produce executive reporting for monthly business reviews, board materials, and CTO briefings.
  • Translate engineering status into business language for non-technical executives.
  • Maintain risk and issue registers with named owners and mitigation plans.
  • Support technical SMEs on proposals with schedule, staffing, and transition inputs.
  • Serve as the single point of truth on what is in flight, what is committed, and what is at risk.


Qualifications

Requirements:
  • 5+ years in technical program or project management within software, cloud, or AI delivery environments.
  • Demonstrated ownership of a multi-team roadmap, not single-project coordination.
  • Experience in a federal contracting environment, including work spanning contract-funded and overhead-funded efforts.
  • Strong agile delivery fluency (Scrum, Kanban, or SAFe) and the ability to hold a credible schedule conversation with senior engineers.
  • Executive-level written and verbal communication, including experience producing material for C-suite or board audiences.
  • Proficiency with work management tooling such as Jira, Azure DevOps, or ServiceNow.

Preferred:
  • Active DoD, DHS, or Department of State clearance or suitability.
  • PMP, PgMP, or equivalent certification.
  • Experience supporting AI/ML, automation, or platform product delivery.
  • Familiarity with ServiceNow, AWS GovCloud, Azure Government, or FedRAMP environments.
  • Prior experience in a federal systems integrator, consulting, or advanced technology firm.
