Site Security Manager (SSM)

The Site Security Manager (SSM) is responsible for the security aspects of CA-07 renovation that align with the Construction Security Plan (CSP). The SSM is also responsible for ensuring compliance of all regulatory requirements for the accreditation of the facility.


Duties & Responsibilities:


  • The Site Security Manager (SSM) will provide documentation to the Operational Test and Evaluation Force (OPTEVFOR) Special Security Officer (SSO) upon completion of each week and a final report at the end of the project.

  • The SSM shall always maintain a binder of printed weekly reports on site maintained in chronological order.

  • Provide Daily reports to OPTEVFOR and consolidated written weekly reports at the end of each work week.

  • The SSM will utilize the government provided electronic devices/tools to accomplish digital documentation and daily reports of documented activities. Handwritten documentation will NOT be accepted on this project, and it is the responsibility of the SSM to develop a digital documentation process, in conjunction with the SSM/PSO/SAO, using government provided equipment.

  • Provide direct daily supervision and operational oversight to the CSTs on-site; coordinate the CSTs' schedules, assign their surveillance zones, and evaluate their performance.

  • Access Control & Lists: The SSM is responsible for drafting and maintaining the "Site Access List."

  • Reporting Escalation: Reviews reported security violations, construction anomalies, and potential technical penetrations (counterintelligence concerns) and notifies the appropriate Government security authority.

  • Core Fixed Facility Checklist Duties: Completes and verifies required sections of the Fixed Facility Checklist (FFC), documenting the physical, acoustic, and electronic security aspects of the SCIF/SAPF, including facility wall types, GSA-approved doors, lock specifications, and applicable Technical Security Profiles.

  • Intrusion Detection Systems (IDS) & Access Control Systems (ACS): The SSM details the layout of motion sensors, balanced magnetic switches (BMS), and keypad access, attaching certified UL 2050 installation layout certifications directly to the FFC.

  • Acoustic Protection (STC): The SSM documents how the facility meets Sound Transmission Class (STC) ratings, including details on perimeter drywall, sound baffles, and acoustic door seals.

  • Telecommunications Baseline: Within the FFC, the SSM lists every phone system (e.g., VoIP), network line (SIPR, JWICS), and data cable entering the space, ensuring they conform to RED/BLACK isolation standards.

  • The TEMPEST Checklist evaluates the facility's vulnerability to compromising electromagnetic emanations that could allow adversaries to intercept classified data.

  • Core TEMPEST Duties - Liaising with the Certified TEMPEST Technical Authority (CTTA): The SSM does not act as the CTTA, but they are responsible for implementing the CTTA's pre-construction requirements (such as installing RF foil, dielectric breaks on plumbing/pipes, or protective power line filters) and documenting them on the checklist.

  • RED/BLACK Separation: The SSM shall use the checklist to detail physical distance separations between "RED" processors (handling classified data) and "BLACK" utilities (unclassified phone lines, power conduits, or public radios).

  • Shielding Verification: If the facility utilizes an RF shielded enclosure, the SSM documents the shielding effectiveness test results (RF testing reports) within the TEMPEST submittal.

  • Prior to initial access to the site, all construction personnel shall receive a security briefing by the SSM or designee on the security procedures to be followed.

  • Ensures the security integrity of the construction site.

  • Develops and implements a CSP.

  • The SSM shall have 24-hour unrestricted access to the site (or alternatives shall be stated in CSP).

  • Conducts periodic security inspections for the duration of the project to ensure compliance with the CSP.

  • Documents security violations or deviations from the CSP and notifies the RSO and the tenant AO.

  • Maintains a list of all workers utilized on the project; this list shall become part of the facility accreditation files.

  • The SSM will implement procedures to deny unauthorized site access.

  • The SSM will work with the construction firm(s) to ensure security of the construction site and compliance with the requirements set forth in this document.

  • Notifies the RSO and tenant AO if any construction requirement cannot be met.

  • Perform other duties as assigned.



Knowledge, Skills, and Abilities (KSAs):


  • Knowledge of Construction Standards, familiarity with the sixteen (16) standards divisions of construction.

  • Ability to provide direct daily supervision and operational oversight of CST personnel, including coordinating schedules, assigning surveillance zones, and evaluating performance.

  • Must be able to stand, sit, bend, walk, kneel, and other related physical activities for long periods of time.

  • Solid understanding of the most recent ICD/ICS 705 requirements and technical specifications, supported by experience working on two or more ICD 705 projects.

  • Ability to ensure the security integrity of a construction site, implement site access controls, conduct security inspections, and identify and document security violations or deviations from the Construction Security Plan (CSP).

  • Ability to prepare and maintain digital daily and weekly reports, Fixed Facility Checklist documentation, TEMPEST documentation, access lists, and facility accreditation documentation



Minimum/General Experience:


  • Must be a US citizen with Top Secret/SCI Eligible security clearance.

  • Must have at least five (5) years of Security experience directly related to ICD 705 secure facility renovation or physical security.

  • Must be familiar with the sixteen (16) standards divisions of construction.

  • Must hold a valid certificate for the successful completion of a forty (40) hour or greater CST training course.

  • Must have a solid understanding of the most recent ICD/ICS-705 version and tech specs as demonstrated by experience gained from working on 2 or more ICD-705 projects.

  • Must have any/all necessary certifications and training on safety equipment use to allow for full access to the renovations site.

  • To Facilitate access to the OPTEVFOR Network, the SSM will also require having completed: Cyber Awareness Training, Privacy Training, CUI Training, OPSEC Annual Training.

  • High School Diploma, or equivalent
