Job Description

Supervises daily warehouse, receiving, shipping, storage, inventory-control, and Packaging, Handling, Storage, and Transportation (PHS&T) operations for Missile Defense Agency (MDA) Property Management and Supply Chain Operations (PMSCO). Directly leads Logistics Specialists and other assigned warehouse personnel supporting Government-Managed Property (GMP), Government-Furnished Property (GFP), third-party property, and Government-directed equipment and material.

The role manages workforce performance, task assignments, facility readiness, storage capacity, material-handling resources, compliance, and mission priorities. It ensures Government property accountability, inventory, reconciliation, LTDD and FLIPL support, property disposition, records management, transportation coordination, audit readiness, safety, and environmental compliance.

As required by our governmental client, this position requires an active SECRET clearance to be considered or the ability to attain one .

Estimated Starting Salary Range for Warehouse Receiving Manager : ** Although this is not yet an approved position, we are accepting applications for this future and anticipated need. The applicable salary range will be posted promptly upon award of the contract and once funding for the position has been determined. Warehouse Receiving Manager Responsibilities Include:
  • Supervise Logistics Specialists and assigned warehouse, receiving, shipping, transportation, and material-handling personnel.
  • Set work priorities; assign daily, recurring, surge, and project-based work; monitor completion; and maintain operational coverage during core hours and mission-critical events.
  • Provide direct oversight of Government property accountability, records management, inventories, Inventory by Exception (IBE), reconciliations, LTDD research, FLIPL support, disposition documentation, audit support, and transportation coordination.
  • Manage warehouse and receiving operations at assigned MDA locations and ensure facilities are clean, safe, secure, organized, environmentally compliant, and mission ready.
  • Direct receipt, inspection, acceptance, identification, storage, issue, movement, shipment, transfer, and disposition of Government property.
  • Ensure deliveries are validated against purchase orders, bills of lading, DD Form 1348-1A, and other applicable documentation. Document damage, shortages, overages, and discrepancies.
  • Ensure personnel maintain accurate property and logistics records in IMS, BMC Helix, ELMS, the DoD IUID Registry, PIEE, DLA ETIDS, and other Government-approved systems.
  • Oversee Logistics Product Data collection, validation, and maintenance, including asset identification, serial numbers, manufacturer information, location, acquisition data, classification, and other accountable-property data.
  • Ensure at least 98% accuracy for Logistics Product Data recorded in IMS.
  • Ensure accountable property is identified and marked in accordance with Government procedures and MIL-STD-130, including asset IDs, UIIs, human-readable information, barcodes, and two-dimensional matrix markings.
  • Plan, schedule, and oversee physical inventories; annual capital-asset inventories; biennial inventories; IBE activities; reconciliations; and contract-closeout inventories.
  • Investigate inventory variances and ensure timely submission of inventory reports and corrective-action information to the APO and COR.
  • Direct corrective actions for unaccounted-for, damaged, excess, or improperly recorded property.
  • Oversee LTDD reporting, research, documentation, notifications, DCMA/PIEE submissions, disposition records, and IMS updates.
  • Ensure notification to the APO occurs within 24 hours for ELMS-accountable property and within five business days for administrative property, as applicable.
  • Review LTDD and FLIPL support packages for complete research, findings, chronology, causation information, corrective-action recommendations, and supporting records.
  • Manage excess, obsolete, damaged, end-of-life, and end-of-support property disposition, including warranty returns, reutilization, transfers, third-party actions, DLA ETIDS transactions, PIEE requirements, demilitarization, recycling, and disposal.
  • Review disposition documentation, including DD Form 1150, DD Form 1348-1A, DLA Form 2500, PIEE records, warranty-return documents, transfer records, and related source documentation.
  • Manage storage capacity, warehouse layout, location control, in-storage monitoring, material-handling equipment, racks, pallets, packaging materials, and support equipment.
  • Evaluate customer storage requirements, including dimensions, cube, weight, quantity, special handling, environmental controls, security, maintenance, and support-equipment needs.
  • Conduct or oversee monthly OSHA inspections using Government-provided checklists. Identify, report, investigate, correct, and track safety, security, environmental, housekeeping, classified-handling, and IT-access deficiencies.
  • Ensure personnel maintain required training and certifications for hazardous materials, hazardous waste, forklifts, material-handling equipment, vehicle operations, certified-driver requirements, spill response, safety, security, environmental compliance, and MDA-directed training.
  • Oversee compliant hazardous-material and hazardous-waste handling, labeling, tracking, segregation, storage, transport, and disposition.
  • Manage Government vehicles, vehicle keys, fuel cards, material-handling equipment, dispatching, operator authorization, maintenance, and reporting of accidents, damage, violations, lost fuel cards, and serviceability issues.
  • Coordinate inbound and outbound commercial-carrier, MILAIR, and Government transportation activities.
  • Ensure transportation methods meet mission and schedule requirements using the most economical mode available; obtain Government approval for expedited shipping when required.
  • Support critical logistics operations, including test campaigns, capability deployments, equipment movements, site activations and decommissioning, warranty returns, replacements, Other Government Agency support, and CONUS/OCONUS shipments.
  • Coordinate OCONUS transportation requirements with MDA Logistics Operations and ensure required documents, including DD Form 1149, are complete.
  • Serve as the operational point of contact with the APO, COR, DCMA property administrators, OIG, program customers, transportation providers, partner contractors, and site personnel.
  • Escalate unresolved warehouse access, facility, vehicle, storage, resource, and property-accountability issues to the COR as appropriate.
  • Support DCMA, OIG, OSHA, environmental, and other Government audits, inspections, surveillance activities, and regulatory reviews.
  • Develop and improve warehouse, receiving, property-management, inventory-management, safety, and transportation procedures. Support MDA SOP reviews and updates.
  • Provide accurate and timely warehouse and receiving input to required contract deliverables, including Monthly Status Reports, Government Property Inventory Reports, Management Plans, Safety Mishap and Prevention Plans, Quality Program Plans, SOP reviews, and disposal documentation.
  • Develop workforce schedules, staffing plans, cross-training plans, and continuity procedures to sustain operations during absences, emergencies, closures, surge work, and mission-essential events.
  • Provide performance management, coaching, technical direction, training, feedback, recognition, and corrective performance actions for assigned personnel.
  • Perform hands-on warehouse, receiving, shipping, inventory, inspection, material-handling, and property-verification work during urgent requirements, surge periods, staffing shortages, or contingencies.


Warehouse Receiving Manager Experience, Education, Skills, Abilities requested:

Required Qualifications
  • Active Top Secret security clearance.
  • Associate degree in logistics, supply chain management, business, warehouse operations, or a related field. Experience cannot substitute for the degree requirement.
  • At least 10 years of relevant experience in warehouse operations, receiving, property management, supply chain operations, PHS&T, transportation, or a related Government or defense environment.
  • Demonstrated experience leading personnel with diverse skills, responsibilities, and mission priorities.
  • Experience supervising or directing warehouse, receiving, shipping, storage, property-accountability, inventory-control, logistics, or supply-chain personnel.
  • Experience using information technology and data systems supporting warehouse property accountability, PHS&T, receiving, shipping, inventory, disposition, and logistics operations.
  • Experience developing workload schedules, assigning work, managing competing priorities, and completing operational requirements on time.
  • Experience supporting Government property accountability and life-cycle management for GMP and GFP, including receipt, records administration, inventory, reconciliation, property movement, excess, transfer, and disposal.
  • Active Secret security clearance, or ability to obtain and maintain one.
  • Working knowledge of FAR 52.245-1, FAR 45.502, DoD Instruction 5000.64, MDA Instruction 5000.64, DLA disposition procedures, and MIL-STD-130.
  • Experience using or supporting IMS, ELMS, BMC Helix, the DoD IUID Registry, PIEE, DLA ETIDS, and related Government property/logistics documentation.
  • Experience supporting or overseeing DCMA, OIG, OSHA, environmental, safety, security, and other Government audits or regulatory reviews.
  • Experience managing hazardous materials, hazardous-waste activities, warehouse safety requirements, forklift operations, material-handling equipment, and/or vehicle operations.
  • Ability to inspect operations, investigate issues, document findings, implement corrective actions, and prepare reports and recommendations for Government stakeholders.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Excel, Word, Outlook, and Teams.
  • Valid state driver's license and ability to meet requirements to operate Government vehicles and material-handling equipment.
  • Ability to lift up to 100 pounds using appropriate equipment and lifting techniques and participate in two-person lifts for items weighing 100-150 pounds.
  • Ability to perform prolonged walking, pushing, lifting, standing, loading, unloading, and material-handling activities.
  • Ability to work periodically outdoors in tropical, temperate, or arctic environments; at night; and in limited-visibility conditions.
