POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Alutiiq Information Managment, LLC a subsidiary of Alutiiq, LLC has an opportunity for a Financial Analyst. This position offers a remote opportunity. The US Navy RESTORE (Reverse Engineering, Science, and Technology for Obsolescence, Restoration, and Evaluation) Laboratory is seeking a motivated Project Analyst to support engineering services for the U.S. Government. This role involves the research, design, development, simulation, evaluation, and testing of manned and unmanned Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) platforms.
The Project Control Analyst is responsible for executing business processes related to planning, estimating, tracking, analysis, budgeting, and reporting throughout the life cycle of a contract and related Task Orders (TO)/Technical Direction Letters (TDLs) as assigned for the Naval Information Warfare Command (NIWC) Pacific’s RESTORE Laboratory.
Required to provide cost estimates for Task Orders, Option Periods, Travel, and/or ODCs for submittal to the Program Manager and end user customer.
Tracking all projects / task orders to include Monthly costs incurred, forecast costs throughout the entire period of performance, track allowable labor / material / ODC categories.
Track all costs in Excel format spreadsheets to validate that costs plus projected costs do not exceed budget. Monitor appropriate CLINs and funding.
Review employee timecards to ensure accuracy and use that data to update internal forecast documents.
Interact with and provide direct support to government and contractor management and other project team members to advise management on financial matters related to the execution of task orders.
Participate in weekly and monthly meetings with PM to review project financial performance.
Follow up with payroll and accounts payable regarding reclassification requests as required to support proper invoice activities. Ability to obtain appropriate back-up documents as needed.
Identify financial discrepancies related to contracts and task orders.
Coordinate with Contracts Department and Subcontractor(s) to resolve invoice errors.
Provide input for contract required CDRLs; work with operations on completing the reports for submittal.
Attend project/program reviews with end user customer and provide explanations of financial data.
Notify the contract manager when the project option period / task order will reach 75% expended per FAR 52.232-22.
Pay Range: $65,000 to $80,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Security Clearance: Must either possess a valid SECRET security clearance or the ability to achieve.
- Must be a U.S. Citizen.
- Bachelor’s degree in business administration, Program Management, Accounting or an appropriate related discipline (additional experience may be substituted in lieu of a degree).
- General understanding and working knowledge US Navy DoD Appropriations funding to include OMN, OPN, RDTE, FMS, etc.
- General understanding of multiple contract types: FFP, FPLOE, T&M, CPAF, CPFF, and hybrid contracts.
