Summary
Focal point for management of the Courseware Development ISD function and responsible for maintaining the integrity of all released ISD material. Leads project efforts for the ISD team to analyze, design, and evaluate ISD training deliverables and meet a variety of training needs using appropriate state-of-the-art technology. Oversees and supports the design and development of ISD materials, with SME input, courses, and corresponding course materials, including all graphics and media support. Develops/updates Master Tasks Lists, Master Training Tasks Lists, learning objective hierarchies, training method and media reports, and course syllabi. Ensures traceability is maintained on all baseline and changed ISD documentation on active training programs starting with contract startup and continuing to the end of the contract.

Manage day-to-day progress of ISD efforts through collaborative interaction with other department managers, engineers, technicians, subcontractors, government representatives, and training support personnel. Responsible for scheduling personnel, managing labor and material expenditures. Responsible for maintaining awareness of all ISD department deliverables and accountable for successful delivery all ISD deliverables. Attend meetings, manage delivery schedules, and coordinate ISD management activities. Ensure a safe and secure work environment is established and maintained. Manage ISD and other support personnel as assigned.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Must be able to work in confined spaces for long periods.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must have the ability to travel and work overtime as necessary. Must be able to sit and operate a personal computer for long periods

Essential Duties and Responsibilities
- Leads C-17 Training System Instructional Systems Team at the C-17 Training System Support Center (TSSC) at Altus AFB, OK.
- Manages development and reviews proposal and program course materials with input from SMEs including but not limited to: selection of appropriate instructional methods, development of instructionally sound course objectives, design and development of realistic scenarios and case studies, and design and development of valid assessment tools
- Manages on-site staffing levels, employee knowledge and skill inventory, and department training to meet current and projected program requirements
- Manages ISD tools and licenses to meet current and projected program requirements
- Attends ISD-related customer interface and internal meetings and generate any necessary materials or slides for required presentations
- Assigns tasks to the appropriate technical representative(s) within the ISD department, specific tasks in accordance with ISD department milestones identified in applicable program Integrated Master Schedules (IMS)
- Ensures traceability is maintained on all baseline and updated ISD documentation on ISD departmental processes, procedures, and work instructions in accordance with established Quality Management System (QMS)
- Consults with customer on performance management and instructional strategies
- Reports to the TSSC Manager. Interfaces with other Program Leaders, to include the C-17 Program Manager, to support overall program requirements and performance.
- Manages continual improvement in department by designing and improving learning tools and processes
- Develops, prioritizes, and meets deliverable budget, schedule, and scope milestones
- Other duties as assigned
Qualifications and Education Requirements
- Bachelor's Degree in Education/Instructional Systems Design or related field and 7 years of experience in ISD management field or a combination of education and related experience.
- 5 years professional experience in systematic approaches to curriculum development
- USAF Mobility Training System ISD Experience required. C-17 Training System ISD Experience highly desired.
- Experience successfully leading teams in a dynamic work environment
- Experience conducting data analytics measuring training system effectiveness
- Proficient in Microsoft Office Suite of applications, including developing macros and applying formulae for Microsoft Excel
- Ability to quickly learn, understand and breakdown complex, high-tech systems
- Ability to prioritize work requirements with minimal supervision
- Results-oriented approach to performing work
- Strong organizational skills and business acumen
- Ability to deal with ambiguity while remaining customer focused
